To make an application through Accela LUN - Create an application record via Accela Land Use Navigator.

Can I see documents for other projects?
A. You can only view documents of projects that you are added to as a contact, using the same email that is associated with your Land Use Navigator account. To access the record, you must be logged in to your Land Use Navigator account.
Who do we contact to schedule the Redevelopment Concept Plan Application meeting?
A. Before you can apply for a Redevelopment Concept Plan Application you have a Pre-consultation meeting with OPZ Development Division and I&P Engineering. To schedule this meeting please contact 410-222-7450.
I see that traffic has made their comment, I want to respond to their comments, how can I do that?
A. You must wait for all reviews to be completed before you can view any comments. You will not be able to respond until your application has the “Response” button activated. This will occur after all the reviews are complete and the Lead Planner has entered the application into “Revision Required” status. You will receive an email that includes a consolidated review letter with all the agency reviews included.
If your due date is on a Saturday, is your due date Saturday?
A. No, your due date is on the next business day. This applies to any due date that falls on a weekend or holiday.
When can I provide documentation?
A. You will provide documentation with your initial development application submittal. Furthermore, if you have a document to upload to your application upon revision, you must wait until your record has the “Response” button activated. If you have questions or issues with this, contact your Lead Planner.
If Intake Staff reject your application does that mean you miss your resub deadline?
A. It depends on how long it takes you to provide the correct information in relation to your resubmittal deadline. If you waited until the last day for your resubmittal and it is rejected due to incomplete or incorrect information, then yes you have missed your deadline. Please ensure you are completing the application fully and with the correct documents. As a reminder you can request a time extension prior to the resubmittal deadline to allow more time to complete your revision.
Is there a timeline for Intake Staff to review a submittal?
A. The timeline for the intake process is 3 business days from submittal. Note that if your submittal is complete and accepted, the date of application will be the date you submitted it.
I have multiple parcels related to my application, which one should I enter first?
A. If you have multiple parcels and one is in the critical area, use the critical area address when you apply first. Otherwise, select the largest parcel near a public street for your first entry to indicate the project location.
How do I find my address?
A. Search using only the street number and the first word of the street name, or search using only the street name.

Can we relate zoning records to our development applications?
A. Yes, your OPZ Lead Planner will be able to relate your Zoning records to your development record. Please provide the Zoning reference number in the “Related Records” question in your application.
What if we want to submit a scoping letter related to APF for Traffic?
A. The scoping letter process will stay the same as it existed before Accela LUN. Contact OPZ Transportation for additional assistance.
Who will get a copy of the consolidated letter?
A. Everyone in your contact list will receive the email containing the consolidated comment letter.
If the developer has to complete a community meeting can they complete the application in ACA without completing the community meeting?
A. If a community meeting is required, the application will be rejected until the community meeting is held.
Does GIS still require a CAD drawing?
A. No, GIS does not require CAD drawing submittals anymore, unless clarification is needed in which case the GIS Division will reach out to the applicant.
Will the most current revision number be visible on the original record page?
A. You can view your revision number under “Related Records” on your original record page.
Are fees for a record visible and payable only to the applicant or can anyone (owner, etc.) view and pay fees?
A. Anyone can view and pay fees on a record.
Will the process for submitting documents to SHA and/or MAA change?
A. We have reached out to both organizations requesting a response to this question. We will update this information once we hear a response from each. Applicants should maintain the current protocol of providing digital documentation to SHA and MAA directly until told otherwise.
How would deadlines be affected by website maintenance, cyber incidents, etc. when online access is not available?
A. These types of situations will be addressed at the time of the event, but it should not affect the due date of your submission. If necessary, tolling will be instituted should an extreme situation arise, such as what occurred during Covid-19.
How will issues such as revised EDU worksheets and allocation letters affect review cycles if they are the sole issue holding up project approval?
A. I&P Engineering and DPW will begin reviewing your project by the time of the first resubmittal, which should prevent this type of situation from occurring. If this hypothetical situation were to occur, please contact the OPZ Lead Planner assigned to your project for additional assistance.

How do I submit a private document recording fee?
Private document recording requires a check made out to the Clerk of Court. The cost is $60 for 1-9 pages or $115 for 10+ pages.
Checks can be dropped off in the gray drop box at the OPZ Express Station in the lobby of 2664 Riva Road. Please put the check in an envelope addressed to the 3rd Floor with the project name and number noted on the envelope, along with a brief description of what the check is for. Include the project or permit number as part of the description on the envelope.
