Proposed Amendments
The proposed amendments are described in the following general categories:
Category | Description |

I | Amends an existing definition to clarify how the term is used or to modernize it. |
II | Adds a new definition for an existing term that is not defined. |
III | Adds a new allowed use, deletes an allowed use, or amends the title of the use and/or related conditions. |
IV | Clarifies how a provision is currently interpreted or applied or relocates a provision to another code section. |
V | Reflects a change in how a provision will be interpreted or applied. |
VI | Corrections for consistency with other County or State laws. |
VII | Describes the purpose and intent of a zoning district. |
VIII | Adds a new zoning provision. |
IX | Deletes an existing zoning provision. |
Updates Not Included
Additional updates to the Zoning Ordinance are needed that fall outside the scope of this update and that will be addressed in separate legislation. These updates are planned as follows:
- Title 3 Subtitle 3 - Signage. Scheduled for Fall 2025.
- Title 13 - Critical Area Overlay. Scheduled for Summer 2026. Will include updates to both Article 17 - Subdivision and Development and Article 18 - Zoning.
- Titles 10 and 11 - Requirements for Conditional and Special Exception Uses. Scheduled for 2027. While the current update includes a number of amendments to these titles, both titles will be updated holistically in separate legislation due to the volume of these requirements.
Public Review Period
The public is invited to review the proposed zoning code amendments and to submit comments to the Office of Planning and Zoning.
Instructions for submitting comments:
- All comments must be submitted using the Google Form Zoning Code Update Public Comments by September 12.
- Comments regarding a specific amendment item must include the ID No. for that amendment item. General comments may be submitted at the end of the form.
- When reviewing the proposed amendments, text in CAPITALS indicates new language to be added to the code, and text in [brackets] indicates existing language to be removed from the code.
- You may submit multiple comment forms.
- Once your comments have been submitted, you will receive a confirmation email. Note: The Office of Planning and Zoning will not be responding directly to any comments but will take all comments submitted into consideration.

Note to Reviewers: The code sections listed in this document reflect Article 18 as current through July 1, 2025. The online County Code has not been updated to July 1 at the time of this posting, but is expected to be updated in the near future.
