Odenton Town Center

The Odenton Town Center is one of three Town Centers in Anne Arundel County.

The Odenton Town Center (OTC) provides planning and implementation guidance for development, the protection of natural resources, efficient transportation networks, a sustainable community, a vibrant economy, and provides a basis for planning public expenditures needed to support future growth.

Background

The Office of Planning and Zoning is in the process of updating the 2016 Odenton Town Center Master Plan. During the past year, OPZ staff have been working with staff in the Office of Law on the preparation of legislation for the Odenton Town Center Master Plan and the corresponding Code provisions for Articles 17 and 18 to implement the plan. All previous Odenton plans included both Master Plan language and development requirements. The goal for the current update to the Master Plan was to maintain Master Plan language in the Master Plan and move all development requirements to the Code. During an internal County review, it was determined that certain requirements were not suitable for the Code. The County’s Code does not contain any design requirements.            
         
As a result, the following requirements will stay within the Master Plan: 

  • Urban Design Requirements
  • Architectural Requirements
  • Landscaping Requirements that supersede or supplement language in the Landscaping Manual
  • Historic Preservation Design Requirements

Upcoming Events

  • October 2023: Tentative time frame for Introduction of the Odenton Town Center Master Plan and Code revisions bills to the County Council.

Planning Advisory Board deliberation: August 9, 2023

The Office of Planning and Zoning presented a summary of written testimony. The PAB deliberated and voted 5-0 to recommend approval.

Planning Advisory Board presentation: July 26, 2023

The Office of Planning and Zoning presented a new chapter, Development Requirements, of the draft Odenton Town Center Master Plan to the PAB. Oral testimony was received at the meeting and the written comment period was opened until August 2, 2023.

Public Comment on Draft Article 17 and Draft Article 18 Code revisions: July 14 - August 2, 2023.
