Constituent Services

Our Constituent Services team works with residents from all areas of the county by assisting them with accessing a county service and navigating the numerous county departments and agencies.

The office can be reached Monday through Friday by calling (410) 222-1785.  If you need help with the following, please contact Constituent Services for assistance:

  • Accessing a county service 
  • Navigating the numerous county departments and agencies
  • Questions or concerns about a county service that was performed
  • Questions about a policy or a County Executive Initiative

If this is your first outreach to County Government, you can report 48 of the most common issue types through 311 and See-Click-Fix. Once reported, the issues are automatically routed to the correct department. You can submit your concerns on your mobile device, computer or by calling 311 or (410) 222-7000.   • When contacting CECS, please include all of the relevant information in your email or have all of the information with you when you make a call. This could include the exact location (addresses, intersections, etc.), dates and times if the issue is ongoing or happened on specific dates, and any previous communication you had regarding the issue.
  • Be sure to include your full name, phone number, and email.
    If applicable, please include any relevant photos, documents, or reference numbers (for example, a case or complaint number from previous reports).
  • If you’ve already contacted another department or tried to resolve the issue, then please mention this in the email and provide details of who you spoke to or contacted and any progress made.
  • While frustration is understandable, we encourage you to maintain a respectful tone. Remember, we are here to help.
  • If you have not received confirmation of receipt within two business days from one of our staff, please feel free to follow up.
