The Regional team oversees Economic Development Projects, Commercial and Industrial Development, Mixed Use Developments, Town Center Development and Planned Unit Developments outside of the Critical Area.

Contact Information

County Council Bill No. 99-21 exempts, under certain conditions, improvements to an existing structure, outside the critical area or bog protection area, from the site development application process. This Bill became effective on March 12, 2022. The purpose of this Green Notice is to provide guidance on how to obtain an Administrative Decision from the Planning and Zoning Officer regarding an exemption requested pursuant to Article 17-4-101(3).

Development within the Odenton Town Center is guided by The Odenton Town Center Master Plan (OTCMP) and the County Code. The OTCMP provides a regulatory guideline for site planning and development, the protection of natural resources, and sustainable community growth.

The Parole Town Center is adjacent to the western edge of the City of Annapolis. Land use and development in the Parole Town Center is guided by the Parole Urban Design Concept Plan, a master plan adopted in 1994. Due to significant changes in the area since then, the Office of Planning and Zoning began updating this master plan in 2017.

Bill No. 94-21 became effective on September 9, 2021, which provides applicants the option of developing with respect to the Glen Burnie Sustainable Communities Overlay criteria for the redevelopment of properties located within the Glen Burnie Sustainable Community Overlay Area (GBSCOA), as shown on the map adopted by the County Council in Bill No. 64-20, if the developer elects to redevelop under Article 17, Title 7, Subtitle 3 and Article 18, Title 14, Subtitle 6. 

The purposes of the GBSCOA are to:

  • Facilitate redevelopment of improved properties that are under utilized, obsolete, or deteriorated;
  • Allow flexibility of design, building types, and densities to integrate the redevelopment into the surrounding community;
  • Provide a wide range of redevelopment alternatives;
  • Allow creative uses r mixes of uses;
  • Achieve quality land use proposals through flexible and timely development approvals;
  • Address pedestrian connections and circulation;
  • Encourage high-quality site and building design; and
  • Encourage the assemblage of lots when appropriate. [Article18-14-601(b)]
