Multiple Dwelling License

Anne Arundel County requires a Multiple Dwelling License (MDL) for a dwelling with 2 or more dwelling units, rooms, portions thereof, or apartments available for occupancy.

  • This includes rooming houses, dormitories, apartments, hotels, motels, bed and breakfast inns and similar establishments.
  • This does not include: dwellings with two dwelling units where one of 2 units is owner-occupied, accessory dwellings with one dwelling unit, roommate situations, or single-family dwellings.

All MDL applicants must obtain and provide this office with a Zoning Certificate of Use.

  • Contact Anne Arundel County Zoning Enforcement at 410-222-7446.
  • If the property owners do not reside in Anne Arundel County, a designated resident agent is required.
  • All properties must be inspected and approved by the Anne Arundel County Department of Health and Fire Marshal’s Office, if applicable.
  • Properties must also be compliant with the Maryland Department of the Environment Reduction of Lead Risk in Housing Law.
