Habitat Enhancement Plans

Guidelines for completion of a Habitat Enhancement Plan for removal of greater than 5,000 square feet of existing natural vegetation in the Chesapeake Bay Critical Area, Forest Conservation Easements, or within Bog Protection Areas.

Habitat Enhancement Plans are intended to help non-profits, HOAs, private landowners, etc. enhance the habitat and ecological balance of natural areas.  Activities may include pruning for the health and safety of vegetation, non-commercial timber stand improvement, and removal of non-native invasive vegetation and replanting of native species. Activities shall not include clearing of vegetation for any activities related to development or work in preparation of a development application.

  • Complete & Submit Application

    The Habitat Enhancement Plan (HEP) must be completed and submitted to the Anne Arundel County Department of Inspections and Permits, Forestry Program, for review before work may begin. Post the approved HEP or an available copy onsite when work is being performed which is required for inspection purposes.

    All required State and Federal permits must be obtained prior to Forestry’s approval of the plan.

    Habitat Enhancement Plan applications may be submitted by email, fax, mail, or hand-delivered.
