Animal Cruelty - Harwood

On April 23, 2025, the Anne Arundel County Police Department received an animal cruelty complaint. The complainant reported her dog, a Belgian Malinois named Maisie, went missing on April 20, 2025. The complainant had reason to believe that her dog had been shot.  

The Southern District Detective Unit assumed responsibility for the investigation. Detectives positively identified the suspect who shot Maisie. After consultation with the State's Attorney’s Office, Robert Anthony Harley, 70, of Harwood, was charged on May 8, 2025, on a criminal summons with animal cruelty-related charges. Maisie’s remains have not been found.

Although charges have been filed, detectives are still asking anyone with information regarding this incident or information that could help them locate Maisie’s remains to contact them at 410-222-1960.
