Battery Energy Storage Systems (BESS)

I am proud to have unanimously passed my bill that adds Battery Energy Storage Systems (BESS) as an allowed use in certain zoning districts. This legislation is one of the first of its kind in the state of Maryland, and I hope it sets the groundwork for other jurisdictions.

Bill 9-26 is an effort to address stabilization issues with our challenged electrical grid by allowing energy storage during low-demand hours. This stored energy can then shore up the grid during high-demand or peak hours, thereby reducing the potential for brownouts or blackouts.  

BESS locations will create little to no traffic and must meet certain conditions, including the National Fire Protection Agency (NPFA) standards, while helping to stabilize energy prices. I would like to thank my colleagues who co-sponsored Bill 9-26 with me, and the entire council for their support. I am proud to have led this charge at a time when the cost and reliability of energy is at the forefront of many residents' minds.
