Anne Arundel County Releases Report To Streamline Land Use Processes

Report outlines steps to simplify development review, reduce administrative burdens, and create more consistent, predictable processes for residents and businesses

Annapolis, MD (August 21, 2025) – Anne Arundel County today released the Land Use Processes Report, which outlines findings and recommendations to make the County’s land use and development processes more efficient, consistent, and user-friendly.

The report was developed in response to concerns raised by stakeholders in the business community. Over the past several years, users have repeatedly expressed frustration with the complexity and inconsistencies in how regulations are applied. The County Executive convened an internal workgroup to solicit feedback regarding concerns with burdensome and inefficient land use processes.

“This report is a direct response to the people who work with our land use system every day,” said County Executive Steuart Pittman. “We listened to their concerns, asked our departments to identify solutions, and laid out steps to make the process more predictable, transparent, and efficient. By streamlining the administrative side of government, we can support smarter growth while respecting community values.”

In response to ongoing feedback, the Deputy Chief Administrative Officer Janssen Evelyn and the CEO Amy Gowan of the Anne Arundel Economic Development Corporation (AAEDC) held a series of meetings with county regulatory agencies and representatives from the businesses that they regulate.

Key recommendations in the report include:

  • Earlier communication of requirements such as Equivalent Dwelling Units (EDUs), so businesses can plan for costs before signing leases.
  • Streamlining the development review process by focusing early-stage reviews on big-picture feasibility and leaving detailed technical issues to later stages.
  • Improving coordination across departments, including a dedicated Department of Public Works coordinator for utility-related reviews.
  • Restoring and expanding fast-track permitting options for tenant fit-outs and smaller projects.
  • Exploring a “redline process” for minor revisions to previously approved development plans, similar to approaches used in other jurisdictions.
  • Addressing bottlenecks in reviews by agencies such as the Fire Marshal, Health Department, and Circuit Court.
  • Enhancing culture of public service, collaboration, and problem-solving across land use agencies.

The report emphasizes that all recommended changes fall within the bounds of existing laws and regulations, focusing on administrative improvements that reduce delays, increase transparency, and make it easier for both staff and applicants to navigate the system.

The County will begin implementing several recommendations immediately, with others to follow as studies and stakeholder engagement continue through 2025.
