Annapolis, MD (May 13, 2025) – Anne Arundel County Executive Steuart Pittman and the Anne Arundel Economic Development Corporation (AAEDC) today announced the selection of Sawmill Partners, LLC as the development partner for the transformation of 7409 Baltimore Annapolis Boulevard. The 13-acre portion of the County-owned site is slated for redevelopment into the Villages at Sawmill Creek – a vibrant, transit-oriented community that supports housing, multimodal transportation connectivity, and economic revitalization in central Glen Burnie.
“This project offers exactly what Glen Burnie residents and businesses have told us they want: environmental restoration, economic activity, and a well-designed residential hub with pedestrian connections to the town center, Sawmill Creek Park, the light rail, and the B&A Trail,” said County Executive Steuart Pittman. “I look forward to getting this done.”
Located a quarter mile from the Cromwell Light Rail Station and adjacent to the B&A Trail, the property sits at a key connection point between the Glen Burnie Town Center and regional transit. The future redevelopment will include a mix of housing types, open green space, and safe pedestrian and bike connections to transit and the town center. Design plans for the site, formerly the County Utility Wastewater Headquarters, will prioritize maintaining the character of the adjacent residential community, protection of nearby wetlands and critical habitats, and environmental remediation efforts that will significantly improve the site’s current condition.

Their experience combined with their robust proposal for the site positioned them as the ideal partner to bring the County’s vision for the revitalization of Glen Burnie to life.

To kick off a series of community engagement efforts, County staff, AAEDC, and Sawmill Partners will host a public open house on Tuesday, May 20 between 4:00 to 7:00 PM at the project site (7409 Baltimore-Annapolis Blvd., Glen Burnie, MD). Residents, local businesses, and stakeholders are invited to stop by to meet the project team, tour the site, and learn more about the project.
“We started this work six years ago with a simple but powerful goal: to turn an underused property into something that truly serves our community,” said Councilwoman Allison Pickard. “With plans for environmental restoration, new housing, and spaces that bring people together, this redevelopment will serve as a catalyst for the broader revitalization of the Glen Burnie corridor.”
The property’s redevelopment supports the goals outlined in Plan2040, Anne Arundel County’s General Development Plan, and falls within the Glen Burnie Sustainable Community Overlay and Transit-Oriented Development (TOD) Policy Area. These designations allow for more creative and higher-density land use to support jobs, housing, and increase resident access to more reliable transportation options.
As part of site preparation, AAEDC secured a $300,000 grant from the Maryland Department of Housing and Community Development’s FY25 State Revitalization Program Awards. The grant award will fund the environmental remediation and demolition of aging structures at the site to support a complex clean up process.
