LUN Frequently Asked Questions

You must choose the correct record type when submitting your application. Applying for the wrong record type can cause:

  • Immediate Rejection of your application.
  • Significant Delays in Processing.
  • The need to resubmit your application, wasting time and effort.

Please be advised that selecting the wrong record type will require you to submit a new application for the correct record type and pay the permit fees again.

You will need to submit a cancellation/refund request for an incorrect record type and may have to wait up to 6 months for a refund.

This could also result in delays in permit issuance and inspections.

How to Determine the Correct Record Type

Search using only the street number and the first word of the street name or search using only the street name.
*If an address has not yet been assigned to a property, email addressing_streetnames@aacounty.org for assistance

Create an Application

If the incorrect owner's information is displayed, please add an additional contact and select ‘Owner Information’ as the type of contact

Proof of ownership documentation is required if the new owner has not yet been updated on the Maryland Department of Assessments and Taxation website.

Should ownership transfer occur after application submission but before the permit is closed, a formal permit transfer request must be submitted.

To request a permit transfer, download the “Request Permit Transfer” form from the “Forms and Publications” page on the Inspections and Permits website, and email the form to permitcenterhelp@aacounty.org.

A Homeowner Affidavit is only required for new construction and rebuilds. The form allows the landowner to obtain a building permit for construction to be performed by the landowner solely for the landowner's use without a builder's registration number. See the form for more detailed information.

We are aware of and working to correct the following: in some instances, the Land Use Navigator requires some documents when they are not applicable. If this happens, upload a blank sheet of paper and select the requested document. To continue with the application, write "Not Required" in the description box. If permit intake staff determine that one of the documents are required, the application will be marked incomplete and the applicant will be notified by email with instructions on how to proceed.

The Homeowner Affidavit can be located on the “Forms and Publications” page on the Inspections and Permits website.

An application is marked “Incomplete” when intake staff determines additional information is necessary to process the application. An email is sent to the associated contact with details of what is required.

To resolve an incomplete status, the associated contact needs to upload the requested information to the "Attachments" section of the record. Access this section by signing into the Land Use Navigator portal and opening the appropriate record number. From there, navigate to the "Record Info" drop-down menu, choose "Attachments," and click "Add" to upload the files. All documents must be uploaded in .pdf format.

Once the requested information is uploaded the application will reenter the queue to be reviewed by intake staff.

There are multiple reasons why an application could be marked denied. An email will be sent to the associated contact with a reason for the denial and instructions on how to proceed.

To request a cancellation, download the cancellation form from the “Forms and Publications” page on the Inspections and Permits website, and email the form to permitcenterhelp@aacounty.org.

Your license may be inactive. Check the Trade License Lookup. Contact the Licensing Division at licensemailbox@aacounty.org for assistance.  Your license may not be attached to your account and will need to be done under the Account Manager tab.

Attaching a License to your LUN Account

If a state issued license has not been previously used to apply for a permit in Anne Arundel County, email a copy of the active state license and preferred contact information to permitcenterhelp@aacounty.org and Intake Staff will contact you when the license has been added.

Attaching a License to your LUN Account

A revision must be submitted through the Land Use Navigator Portal by an associated contact to modify the licensed professional information and/or contacts section on a permit.

Please be advised that the only contact associated with a Trade permit can be the Licensed Professional. The Licensed Professional cannot be changed on a Trade permit.

If the Licensed Professional needs to be changed, a cancellation form must be submitted for the existing permit and a NEW permit must be applied for by the new Licensed Professional.

To request a cancellation, download the cancellation form from the “Forms and Publications” page on the Inspections and Permits website, and email the form to permitcenterhelp@aacounty.org.

Submitting a Revision

In order to submit a revision you must be an associated contact and have access to the permit when logged in to the Land Use Navigator Portal.

Revisions may only be submitted when a permit is in an "Active" or "Revision Required" status. If a permit is currently listed as "Review in Process," the associated contact must wait until all reviews are finalized and it updates to an eligible status before submitting a revision.

Once logged in to the Land Use Navigator Portal, click on the "Permits" tab, locate the relevant permit number, and click the "Request Revision" option to the right of the permit number in the action column.

Submitting a Revision

A permit revision is to modify existing permit details, including permit contacts, licensed professionals, adjust the scope of work (adding or removing work), or address outstanding comments from reviewers.

Revisions may only be submitted when a permit is in an "Active" or "Revision Required" status. If a permit is currently listed as "Review in Process," the applicant must wait until all reviews are finalized and the status updates to an eligible state before submitting a revision.

All revisions enter an intake queue and are processed in the order received. Intake staff then determines revision request eligibility and confirms all required information and documentation is received based on the revision application.

If a revision application is marked “incomplete” or “denied” the associated contacts will receive email communications. Note: If a revision application is marked denied the application number will no longer be visible on the users Land Use Navigator account.

Once accepted by intake staff the revision is distributed to all applicable reviews. Please be advised, based on the submitted information and documentation, a permit may be sent back to previously approved agencies for re-approval
Once distributed, the review process is approximately 10 business days.

Submitting a Revision

If an application was originally submitted in person with documents exceeding 11" x 17", the permit is classified as a paper file. To request a revision on an eligible paper file permit, the associated contact must visit the Permit Center in person. While on-site, the associated contact must present the necessary physical copies of the revised documents, have access to the record, and complete the revision application submission via the Land Use Navigator portal.

When your permit status displays "Revision Required," begin by reviewing all comments from each reviewer requesting a revision. These comments are accessible on the Land Use Navigator portal by selecting your permit number, opening the "Record Info" tab, and navigating to "Processing Status".

Should you require clarification regarding any specific comment, reach out directly to the reviewer to discuss. Contact information is located below each comment in the Processing Status section.

Reviewing Record Status and Review Comments

Once all reviews have been completed and the permit status is "Active", go to the ‘Record Info’ drop down and select 'Attachments' to see all documents that have been uploaded to this permit. You must be a contact with access to the record and logged in to your Land Use Navigator account.
