GLEN BURNIE, MD — The Anne Arundel County Office of Emergency Management (OEM) is inviting residents to review and comment on the proposed 2025 Hazard Mitigation Plan (HMP) Update. This crucial plan outlines strategies to reduce the impact of natural and man-made disasters across the County.
Over the past fifteen months, OEM has collaborated with local, State, and Federal partners to update the plan. On May 30, 2025, FEMA issued an approval pending adoption, signifying the HMP 2025 update meets federal regulations for hazard mitigation planning. The County must formally adopt the plan before FEMA can grant final approval.
To ensure public transparency and gather valuable feedback, copies of the Hazard Mitigation Plan 2025 update are available for public review at the following local libraries:

On Wednesday, June 25, 2025, OEM will present the Hazard Mitigation Plan 2025 to the Anne Arundel County Planning Advisory Board (PAB) at their virtual board meeting. In addition to submitting comments to OEM, the public can provide verbal and written testimony at the PAB Board meeting on the following date and location:

Understanding the Plan
The HMP 2025 update is a comprehensive plan that identifies the natural and man-made hazards affecting the County; the risks of those hazards on people, property, and the environment; and the mitigation actions that can be taken to provide long-term solutions that lessen the impact of disasters on the community. Regularly updating this plan is essential for building safer, more resilient communities as environmental factors change and our communities grow. Understanding the plan's importance and how the public can get involved is key to our collective safety.
Anne Arundel County received a subaward from the Maryland Department of Emergency Management (MDEM) and FEMA under the FY22 Building Resilient Infrastructure and Communities (BRIC) grant program to complete the Hazard Mitigation Plan 2025 update.
