Annapolis, MD (July 16, 2025) – Anne Arundel County Executive Steuart Pittman and the Resilience Authority of Annapolis and Anne Arundel County today announced the selection of the Wohlsen Construction team—comprised of Wohlsen Construction, Becker Morgan Group, and Cap Ex Advisory Group—in response to a highly competitive Request for Proposals for the Edgewater Recreation and Community Center. The selection follows a robust review process led by an interagency evaluation committee and marks a major milestone in delivering one of the county’s most transformative community projects.
“The Edgewater community spoke loud and clear with a vision to transform an eyesore into an asset, and it’s great to see the project moving forward,” said County Executive Steuart Pittman. “The Wohlsen team brings the right experience, the right values, and a clear understanding of what this facility can mean for our residents. I look forward to working with them, our Recreation and Parks team, and the Resilience Authority to create a space that delivers for people of all ages—now and for generations to come.”
Wohlsen Construction and Becker Morgan Group bring an impressive record of delivering high-quality, design-build projects across the mid-Atlantic region, including university recreation centers and YMCA facilities—projects that mirror the scale and complexity of this one. Their collaborative, solutions-oriented approach earned consistent praise in their references, underscoring their ability to deliver on time, on budget, and with deep community engagement.
Their proposal is further strengthened by the inclusion of Cap Ex Advisory Group, whose innovative work at the intersection of economic development and public infrastructure brings a unique ability to creatively address budget challenges, pursue supplemental funding, and phase construction to accommodate future enhancements.
“One of the key strengths of this team is their recognition that the current concept design needs refinement to fully meet our programmatic goals,” said Jessica Leys, Director of the Anne Arundel County Department of Recreation and Parks. “They showed a deep understanding of our objectives and a commitment to shaping a final design that balances fiscal responsibility with long-term community benefit.”
The Edgewater Recreation and Community Center aims to:
- Transform a long-vacant site into a vibrant, welcoming hub for all ages
- Incorporate sustainable and resilient design to address environmental challenges
- Provide high-quality recreation facilities and community resources
- Enhance public access through inclusive and accessible programming
“As both a member of the Edgewater community and the Project Executive for Wohlsen Construction, I’m especially honored to support this transformative project. The Edgewater Recreation and Community Center will bring meaningful benefits to our region, creating space for wellness, connection, and community programming,” said Andrew Hooker, Project Executive & Edgewater Resident. “Our design-build team, including Becker Morgan Group, CapEx Advisory Group, and other key design partners, brings the experience, energy, and shared values this project deserves. We look forward to working alongside Anne Arundel County and the Resilience Authority to bring this vision to life.”
The Resilience Authority of Annapolis and Anne Arundel County is serving as a key partner in the delivery of this project.
“In response to our call for proposals, more than 30 firms came together to submit 10 outstanding applications,” said Resilience Authority Director Matthew Fleming. “From an exceptionally strong pool, the Wohlsen Team stood out for both their technical expertise and their alignment with the county’s vision for resilient, community-centered development. The opportunity to work with the county on this and other infrastructure projects ensures that we’re building not only for today but for a more resilient and inclusive future.”
These efforts underscore the county’s commitment to designing with intention, building with resilience, and delivering high-quality spaces that serve residents for generations to come.
