Annapolis, MD (July 31, 2025) – County Executive Steuart Pittman and the Anne Arundel County Office of Planning and Zoning (OPZ) today announced the launch of Phase II of the Accela Land Use Navigator (LUN), a major step forward in modernizing the county’s development review process. Beginning August 4, users will be able to access real-time information about their projects, receive automated updates, and submit applications online, eliminating the need for in-person appointments.
“Government works best when it runs efficiently and transparently,” said County Executive Steuart Pittman. “This long-awaited new system modernizes more county services, cuts paperwork, streamlines communication, and puts more tools online so all stakeholders can get what they need efficiently.”
The new system serves as a centralized, online hub for development project submissions, replacing outdated and disconnected tools previously used to manage applications and track progress. The updated platform is also expected to reduce paper processing by more than 90 percent, cutting back on physical storage requirements and creating a more sustainable, streamlined workflow for both applicants and staff.
Online payment capabilities are also being introduced, allowing applicants to pay submittal and inspection fees through a modernized system that supports a range of banking methods. These improvements are designed to reduce administrative burdens and improve turnaround time for services.
OPZ announced the launch of the Land Use Navigator for the Zoning Division in 2023. This upgrade brings the Planning and Zoning Development Division onto the same platform as the Permitting Division, improving transparency, efficiency, and customer service.
“This launch reflects the collaborative effort across our departments to meet the growing demand for smarter, faster, and more user-focused development services,” said Planning and Zoning Officer Jenny Dempsey. “By streamlining the submittal process and enabling full life cycle tracking of development applications, from submittal to final approval, we are giving applicants, our office, and our partner agencies the tools they need to manage projects efficiently and securely.”
The County will continue to evaluate and refine the platform based on user feedback as the new features roll out in the coming months.
