Position Description
This is a responsible and complex professional planning, three year, contract position. The purpose of this position is to launch the County’s Safe Routes to School Program in partnership with relevant stakeholder agencies such as Anne Arundel County Public Schools (AACPS), the Police, the Department of Public Works, etc. The goal is to formally ally AACPS with the County and relevant stakeholders to educate school site administrators, parents, and students about pedestrian and bicycle safety; build multigenerational pedestrian and cyclist awareness; and mitigate traffic concerns by promoting a comprehensive, proactive behavior and infrastructure-based approach to securing safety along school routes and within school sites.
Nature and Variety of Work
Work includes responsibility for defining project questions or problems, designing project methods and procedures, and carrying through to the completion of major assignments. Work programs and objectives are set forth by a lead person or supervisor, but the employee exercises considerable initiative and judgment in carrying out assigned projects. Work is reviewed periodically by the supervisor.
Description of Duties

The Coordinator will develop a Safe Routes to School Program that brings together various stakeholder agencies and entities, including the Anne Arundel County Public Schools (AACPS). The program will align with the County’s Vision Zero Plan “Es:” Education, Encouragement, Enforcement, Engineering, Evaluation, and Equity.
Specific duties will include (but may not be limited to):
- Establishing a Task Force with relevant stakeholders and leading regular meetings.
- Developing and executing a Countywide SRTS plan/program that will lead to increased numbers of walkers/bicyclists utilizing the six “Es” identified in the County’s Vision Zero Plan. This may include:
- Education efforts: creating and implementing public education campaigns that will increase walking and rolling to school that engage all sectors and stakeholders. This will include planning, coordinating, and implementing at least five community events per year, which could include workshops, training, presentations, hosting after school activities and events such as bike rodeos, walking/wheeling Wednesdays, and walk and bike to school days.
- Enforcement efforts: working with police to carry out both driver and walker awareness and enforcement activities near, or on, routes to schools.
- Engineering efforts: coordinating with consultants and DPW on design/construction plan reviews.
- Obtaining and maintaining competency on SRTS industry standards through regular training.
- Identifying schools at which a school specific SRTS plan may be developed and developing the plans.
- Implementing the existing bicycle and pedestrian safety training at elementary schools and possibly expanding the program to middle or high school aged students.
- Developing an annual workplan, calendar, project task list, and budget within the available limits of the grant funding;
- Managing and meeting reporting requirements for the SRTS grant;
- Identifying, and applying for, relevant grants.
Knowledge, Skills, and Abilities
Knowledge of the principles of Vision Zero and the Safe Systems Approach.
Knowledge of the principles of the Safe Routes to School initiative, goals, and implementation approaches.
Considerable knowledge of the literature of the field and technical resources relevant to the work, including technical specifications in related guidance documents such as the County’s bicycle and pedestrian master plan, Walk and Roll Anne Arundel!, Complete Streets principles, the Safe Routes Partnership, the AASHTO and NACTO guidelines, the MUTCD, State Highway Administration guidelines, and others related to the development of bicycle and pedestrian infrastructure.
Considerable skill in program management and implementation, with the ability to plan, organize, and execute collaborative initiatives that require coordination across multiple agencies and community groups.
Skill in presenting and explaining findings and recommendations effectively, both orally and in writing.
Considerable ability to establish and maintain effective working relationships with coworkers, representatives of other agencies, and the public.
Considerable ability to be a self-starter that can collaborate effectively to bring together multiple agencies to meet a common goal.
Experience in grant management, including identifying, applying for, and managing state and federal grants to fund both programmatic initiatives and capital infrastructure projects.
Minimum Qualifications
A bachelor's degree from an accredited four-year college or university with course work in a closely related field; four years experience in professional work in a related field; and a valid non-commercial Class C motor vehicle operator's license. While preference will be given to applicants with experience related to Safe Routes to Schools, the position is open to all self-motivated, creative, highly organized individuals.
