The Police Accountability Board (PAB) will work with the county government and law enforcement agencies to improve policing and police accountability in the County. Please use this form if you would like to submit a complaint against a law enforcement agency in Anne Arundel County to the PAB.

What is an eligible complaint?

In order to be investigated, a complaint of misconduct must meet three requirements:

  1. The conduct of the officer must meet the definition as outlined in Public Safety Article, §3-101, Annotated Code of Maryland:

    "Police misconduct" means a pattern, a practice, or conduct by a police officer or law enforcement agency that includes:(1) depriving persons of rights protected by the constitution or laws of the State or the United States;(2) a violation of a criminal statute; and(3) a violation of law enforcement agency standards and policies.
     
  2. Eligible incidents of police misconduct must have taken place on or following July 1, 2022 (Incidents that took place prior to July 1, 2022 are not eligible for reporting to the Police Accountability Board.)
  3. The misconduct by law enforcement officer(s) must be from one of the following jurisdictions:

    Anne Arundel County Police*,
    Annapolis Police Department,
    Crofton Police Department,
    Anne Arundel County Community College,
    Anne Arundel County Sheriff.
