Annapolis, Md Anne Arundel County Executive Steuart Pittman, County Councilmembers, the Caucus of African American Leaders, the Dr. Martin Luther King Jr. Committee, the family of the late Sarah E. Carter, community leaders, and members of the public will honor human rights advocate Sarah E. Carter during a building naming ceremony. Councilmember Sarah E. Carter made history in 1974 when she became the first African American and one of the first three women elected to serve on the Anne Arundel County Council.
