Mrs. Sarah E. Carter made history in 1974 when she was the first African American and one of the first three women elected to serve on the Anne Arundel County Council.

 

Mrs. Carter was a strong defender of human rights, which was evident in her eight years of service on the Council. She was known as a champion for the underdog, and she provided a voice for those who had no representation in politics.
