FOR the purpose of allowing approved towing companies to use specialized equipment in the course of a tow requested by the Police Department; requiring notice be given to a towed vehicle’s owner; establishing an appeal procedure for towing companies removed from the Police Department’s rotation list; and general relating to towing companies.
