The Operations Manager is responsible for overseeing the day-to-day operations of the Congregate Meal Program (CMP) within the Senior Nutrition Program, ensuring efficient site operations and service delivery. Additionally, the Operations Manager will lead quality assurance initiatives for both the CMP and Home-Delivered Meals Program (HDM), ensuring adherence to nutrition standards, health regulations, and service excellence.
The Operations Manager will work closely with the Program Director to maintain high standards across all program activities and will assist with staff training and development, data management, and inventory control for the CMP.
The Operations Manager will report directly to the Program Director, providing regular updates on CMP operations, staff performance, and quality assurance outcomes for both CMP and HDM.
JOB RESPONSIBILITIES:
Quality Assurance (CMP & HDM):
- Conduct regular site visits and inspections of both congregate meal and home-delivered meal operations to ensure adherence to safety and service quality standards.
- Collect and analyze participant feedback for both programs to assess satisfaction levels and identify areas for improvement.
- Develop and implement corrective action plans to address any deficiencies in service quality.
- Ensure compliance with all federal, state, and local requirements for both CMP and HDM, including those under the Older Americans Act.
- Collaborate with the Program Director to update and revise quality assurance protocols for CMP and HDM as needed.
- Monitor food safety practices at all sites and conduct regular training for staff on safe food handling procedures.
- Ensure all CMP sites and HDM processes are prepared for inspections and audits.
Operations:
- Oversee daily operations of senior nutrition sites, ensuring compliance with program guidelines and health regulations.
- Assist in the management of a multi-site team of all CMP staff including Site Managers, Site Aides, and Volunteers.
- Support scheduling and direction of CMP Staff.
- Respond to and assist with any complaints and issues.
- Build and maintain relationships with participants, departmental staff, and vendors.
- Ensure show quality standards are maintained at all times.
- Manage inventory of food supplies and equipment across multiple sites.
- Conduct training sessions for staff on program policies, procedures, and safety protocols.
- Support and communicate county, departmental, and program initiatives, policies, and procedures.
- Promote customer service, program knowledge, and education with staff.
- Monitor and optimize workflows to enhance efficiency and service delivery.
- Maintain accurate records of program activities, participant data, and service utilization.
Finance:
- Minimize food and supply wastage with effective inventory management.
- Assist the Program Director in implementing program cost-effective measures.
Leadership and Internal Relationship Building:
- Use engagement strategies to recognize, motivate, and celebrate individuals and teams delivering outstanding performance throughout each location.
- Promote a cooperative work climate, maximizing productivity and morale.
- Interview, hire, train, and develop team members according to county and program regulations.
- Display a positive attitude towards team members.
All other duties as assigned by the Program Director.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements below represent the required knowledge, skill, and/or ability.
EDUCATION/EXPERIENCE/SKILLS
- A Bachelor’s Degree in food services, nutrition, business, or related field (required).
- Proven operations management experience or at least 1 year of management/leadership experience, preferably in a social services or community program setting.
- Previous experience within a food service setting or ServSafe certified.
- Strong organizational skills with the ability to prioritize tasks and meet deadlines.
- Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
- Proficiency in data entry and management.
- Ability to work independently with minimal supervision while contributing to a team environment.
- Proficiency in utilizing client data management systems to maintain accurate records and generate reports.
- Experience with Google Suite products (such as Google Docs, Sheets, and Drive) for collaborative document creation, data organization, and team communication.
- Familiarity with the objectives, guidelines, and requirements of the Senior Nutrition Program established under the Older Americans Act is preferred.
- Experience working with older adults and individuals with disabilities is preferred.
