Anne Arundel County Supplier Update

Anne Arundel County is modernizing how we work with suppliers.

In July 2026, the County will launch a new system (HARBOR) that will change how suppliers:

  • Register to do business with the County
  • Receive and respond to solicitations
  • Submit invoices and track payments 
  • Manage their vendor information 

This is part of a broader effort to improve how we serve both our suppliers and our community.

Why This Change Is Happening

The County is making a significant investment in upgrading its technology systems to:

  • Improve efficiency and reduce manual processes
  • Increase transparency in procurement and payments
  • Provide a more consistent and user-friendly experience
  • Strengthen accountability and service delivery to the public

The County recognizes that this transition may feel disruptive in the short term, but it is designed to create a better, faster, and more reliable experience for all over time.

What to Expect

Before the Harbor launch:

  • The new supplier portal is not yet available
  • The new supplier support website is still being finalized

After the Harbor launch in early July:

  • A new supplier portal will open for registration
  • A dedicated support website with training and step-by-step guidance will be available
  • Suppliers will begin transitioning to the new system

What You Should Do Now

The County encourages suppliers to:

  • Be aware that changes are coming
  • Plan for a brief adjustment period 
  • Watch for additional communications with instructions and resources
