Annapolis, MD – This morning in Anne Arundel County Circuit Court, Alpha Ibrahim Bah Mansaray, age 26 of Linthicum Heights, was sentenced to 60 years suspend all but 30 years active in the Division of Corrections, the first 5 of which are without the possibility of parole. The Honorable Judge Robert J. Thompson also ordered that the Defendant serve five years of supervised probation upon release. Mansaray was found guilty of possessing a firearm during a drug trafficking crime by an Anne Arundel County jury on July 30, 2025.
Following the sentencing, State’s Attorney Anne Colt Leitess remarked, “Individuals who represent themselves to be “sovereign citizens” pose a daily challenge for law enforcement and the courts. They claim that the laws of our State and our Country do not apply to them. They are wrong. This Defendant’s refusal to cooperate with law enforcement and orderly court proceedings is very unfortunate. But more importantly, an armed drug dealer will be behind bars and have time to reflect on his poor choices.”
On January 16, 2025, officers with the Anne Arundel County Police Department were dispatched to the intersection of Crain Highway and Veterans Highway in Glen Burnie for the report of a motor vehicle crash. Defendant Mansaray was the driver of one of the vehicles involved. Mansaray refused to provide a driver’s license to officers on scene after they tried repeatedly to gain his cooperation. When officers attempted to place him under arrest for driving without a license, he resisted, requiring multiple officers to place him into custody. A search of Mansaray’s person was conducted following his arrest resulting in a loaded .380 Glock handgun, bottle of Oxycodone (which was not prescribed to him), a scale with a white powdery substance, two cell phones, and $677 in cash.
Mansaray was transported to Central Booking, where he continued to ignore officers’ instructions. A subsequent search of Mansaray at the jail resulted in a bag of drugs being recovered from his groin area. While at Central Booking, all of the suspected controlled dangerous substances (CDS) were weighed. A drug chemist later confirmed those substances to be CDS. Over 12 grams of Fentanyl and 117 grams of cocaine were recovered. Detectives estimated the street value of all the CDS to be over $12,000.
