Ron Borro retired from Federal government service in April 2018 after serving the Navy for nearly 49 years - first on active duty, then as a civil servant. He served as an engineering officer onboard USS Jouett (DLG 29) before being selected for the Department of Defense Law Education Program. After graduating from law school, Mr. Borro served in the Navy Judge Advocate Generals Corps in various capacities including criminal trial/defense counsel, command counsel overseas, Associate Professor at the Naval Academy, and director of environmental litigation.

Upon retirement from active duty, he continued to serve the Navy within the Office of General Counsel (OGC). He held several positions within the OGC environmental law practice. In 2005 he was appointed to the Federal Senior Executive Service and assigned as the Assistant General Counsel for Energy, Installations and Environment. Mr. Borro advised the Secretary of the Navy and Navy senior leadership on all legal matters related to environmental planning, environmental compliance, energy, natural resources, military installation management, and base realignment and closure. In 2011 he was appointed as Associate General Counsel (Litigation), where he led the development and implementation of civil litigation strategy within the Department of the Navy. He currently works as an adjunct professor at the George Washington University School of Law in Washington, D.C.

Mr. Borro is a graduate of the U.S. Naval Academy and the George Washington University Law School. He and his wife, Susan, reside in Arnold, MD.
