Janelle Joyce-Pelsey, is a maternal and child health professional, mother, military spouse, and proud Anne Arundel County resident. 

Currently serving as an Engagement Specialist with the Maryland Department of Health's Maryland WIC Program, she specializes in culturally responsive health communication and community engagement focused on maternal and child health equity. Janelle develops outreach materials that address health disparities among diverse populations.

As an Infant Family Associate (IMH-E®) and Certified Community Health Worker, she advocates for relationship-focused, culturally sensitive practices that promote healthy family development. Janelle holds a Bachelor of Science in Health Studies and a Master's in Management and Leadership. She also serves on the Maryland Perinatal Neonatal Quality Collaborative’s (MDPQC) Parent and Baby Advisory Council (PBAC) and March of Dimes DMV Maternal and Infant Health Equity (MIHE) Coalition’s Systems Change & Policy Work Group. She also contributes to various maternal health advocacy organizations with her commitment to advancing maternal health equity and amplifying women voices in the state of Maryland.
