Carolyn Keaton Culp
Chair (District 1)

Carolyn, a Linthicum Heights resident, graduated from Morgan State University with a Bachelor’s of Science degree in Electrical Engineering. She also holds a Master’s of Science in Electrical Engineering from Tennessee State University. Her professional career includes various software engineering, system engineering, and technical leadership positions within the telecommunications industry both in the private and public sectors. She currently serves as Technical Director of the Defense Information Systems Agency Mission Partner Engagement Office. Carolyn has a lifelong commitment to giving back and lifting up at-risk, underserved youth to boost academic and professional achievement, especially in Science, Technology, Engineering and Math. Her volunteer efforts include mentorship through Maryland Mathematics, Engineering, Science Achievement mentorship and afterschool tutor with the Quad County Urban League.

Carolyn’s focus on the commission is two-fold: 1) Enabling women to become their own best advocate in healthcare decisions through awareness and access, and 2) Empowering young girls to reach their full potential through education and increased opportunity.

She has a passion for outdoors and nature and is actively involved in environmental conservation and stewardship of Maryland’s natural resources through her volunteerism and affiliation with environmental organizations such as the Friends of Patuxent. She is the wife of a retired U.S. Army veteran and mother of two teenagers.
