Christina L. Cornwell
District 2

Christina Cornwell is a Certified Public Manager (CPM), Certified Emergency Manager (CEM) and Master Exercise Practitioner (MEP) with 20 years of experience in local government. Her involvement over the years includes budget and grant management, outreach, policy and plan development, training development/delivery, exercise design/evaluation.

In 2011, 2015, 2016 and 2017, she received the Emergency Management Person of the Year Award from the Northern Anne Arundel County Chambers of Commerce’s Annual Community Safety Award.

On behalf of the City of Laurel in 2023, she won the Maryland Municipal League’s Municipal Achievement Award for implementing a program to educate residents on government operations.

She is currently the Director/Emergency Manager for the City of Laurel, Maryland Department of Community Resources and Emergency Management. In this role, Christina serves as the Emergency Manager, Community Rating System (CRS) Coordinator, and Floodplain Manager. Her daily oversight includes coordination and management of an emergency management program, counseling program, and bringing on board a multiservice center to serve citizens in programs such as; food, clothing, and housing assistance, counseling services, job training, internet accessibility, support groups, and medical support.
