Modified SF 254

Invitation to Architects and Engineers to Submit Statements of Qualifications

All Architectural and Engineering firms desiring consideration for Anne Arundel County contracts may submit to the County a statement of qualification and performance data. Interested firms are instructed to complete and file a Standard Form (SF) 254, “Architect-Engineer and Related Services Questionnaire”, with the Purchasing Agent, Anne Arundel County, Heritage Office Complex, PO Box 6675, Annapolis, Maryland 21401 or via email to purchasing@aacounty.org. Those firms which are currently qualified by the County are not required to file a new (SF) 254 form unless they wish to update any information contained in their previous submission or to request qualification in additional categories.

Firms will be evaluated and qualified in the following categories:

  3. Soils Engineering
  4. Storm Drainage
  5. Highways
  6. Structural Engineering
  7. Buildings - Architects
  8. Parks and Recreation Facilities
  9. Mechanical - Electrical
  10. Site Development - General Civil
  11. Traffic Engineering
  12. Landscaping
  13. Construction Supervision - Pipelines
  14. Construction Supervision - Buildings
  15. Construction Supervision - Water and Sewage Treatment
  16. Construction Supervision - Mechanical and Electrical
  17. Construction Supervision - General
  18. Solid Wastes
  19. Surveying - Land
  20. Materials Testing and Inspection
  21. Transportation Planning
  22. Environmental Planning
  23. Stream & Ecological Restoration
  24. GIS

In preparing the Standard Form (SF) 254, each firm must indicate those categories in which it desires to be qualified by substituting the category number(s) shown above for the Federal experience profile code number(s), and by listing project experience only for those categories. Project examples must show project title and brief description, owner’s name and full address, including zip code, and must include, where possible, the name of the person in the owner’s organization who had responsibility for the project. (SF) 254’s which are not completed in accordance with these instructions will not be considered. Firms are also requested not to submit catalogs, brochures, annual reports or other promotional materials and any such materials received by the County will be destroyed.

The County will review and uniformly evaluate the qualifications of all firms responding to this announcement and will establish and maintain a list of qualified Architectural and Engineering firms who will be eligible for County contracts. Since lists will be continually updated, firms are invited to submit new (SF) 254 forms when sufficient changes have been made in their organizations or qualifications to warrant revision. The County will notify all firms of the qualification status.

It is the policy of Anne Arundel County that Minority Business Enterprises shall have the maximum practicable opportunity to participate in the performance of all County contracts, and every contractor doing business with the County must agree not to discriminate in any manner against any employee or applicant for employment because of race, age, creed, color, national origin or sex and will be obligated to include a similar requirement in subcontracts. They must further agree to comply with all applicable Federal, State and local laws and executive orders relating to Equal Employment Opportunity. Contracts performed under the State Revolving Fund Loan Program must meet the requirements of the policy for increased use of minority consultants and construction contractors.
