Crowd management utilizes life safety features incorporated into the design of the building in conjunction with an understanding of and adherence to established evacuation plans for a facility.
Crowd managers are responsible for ensuring that the building is safe to occupy through the maintenance of all life safety features incorporated into the design of the building and operation of the facility in a safe and prudent manner. A crowd manager is responsible for maintaining and ensuring the safety of occupants within a facility.
In accordance with the 2012 edition of the NFPA 101, Life Safety Code, sections 12.7.6.1 / 13.7.6.1, adopted in the State of Maryland and Anne Arundel County Fire Prevention Codes, all assembly occupancies with an authorized capacity of at least 50 are required to have one trained crowd manager on duty. When the capacity exceeds 250 people, an additional trained crowd manager must be provided for each additional 250 persons. Trained crowd managers are required to be on site at all times during occupancy. Upon request by the Fire Marshal’s Office, applicable occupancies will be required to show proof of the required number of crowd managers on site based on occupant load, in addition to producing all approved certificates.
Course registration, technical support, and completion certificates will be available through this new program. Upon successful completion, students will be able to print out a certificate of completion. This certificate shall be maintained on premises at all time.
