In an effort to keep members of the public and all staff as safe as possible during the current COVID-19 health crisis, the County Council will conduct all meetings virtually until further notice.

Members of the public can submit testimony to the County Council ahead of time in several ways, can watch or listen to meetings, and can sign up to offer spoken testimony during live virtual meetings. There are no restrictions on using the tools available to members of the public.

Provide Testimony

  • Submit Online

    Online testimony can be submitted by clicking on one of the buttons below and filling out the resulting form. Please be careful when selecting a bill or resolution number from the drop down list to ensure it is the specific piece of legislation on which you wish to submit testimony.

    The online testimony tool allows you to submit written testimony of up to 250 words that includes your contact information and the specific bill or resolution or other subject at issue. You may also attach files that exceed this limit. Any testimony submitted online is received and reviewed by the entire Council as it is submitted. 

    Legislative testimony submitted using the online tool must be submitted no later than 11:00 A.M. on the day of the meeting that the bill or resolution will be heard. View the full meeting schedule. After 11:00 A.M., legislation being heard that day will no longer be available in the online testimony tool. Testimony submitted using the "Invite to Audience" tool may not be on a bill or resolution that is on the agenda for a specific meeting.

    Testimony submitted online by 11:00 A.M. will be posted on the Council’s website on the day of the meeting. A final count of the number of online submissions will be stated during the meeting and all submissions will become part of the official record.

  • Mail or Drop-off

    You may submit your typed or written testimony or other forms of testimony by mailing it or delivering it to the outside drop-box designated for this.

  • Register to Offer Live Testimony

    Members of the public can now register ahead of time to join County Council meetings that allow public participation and offer spoken testimony in real time during the Invitation to Audience portion of the meeting and any public hearings. 

    Please note, spoken testimony will be limited to 2 minutes per person for each opportunity to be heard. Members of the public will be allowed to address the County Council using audio only and without video. Appropriate technology is required in order to register, join the live meetings, and speak at the appropriate times. Virtual County Council meetings are conducted using the Zoom application.

    Specific instructions and recommendations:

    1. Registering, joining, and participating in a virtual County Council meeting requires a willingness to use Zoom. It may be helpful to install the Zoom app on your computer or device ahead of time. Visit or the app store on your device to find and download the right version. If you create a Zoom account, or if you already have a Zoom account, ensure that the information matches your registration to join the County Council meeting.

    2. You must register ahead of time. Registration closes at 11:00 A.M. on the day of a meeting. A list of speakers organized by topic will be posted on the County Council website on the day of a meeting.

    3. Registrations will be reviewed and approved if all information has been correctly submitted. You will receive a personal “join link” via the email address provided in your registration no later than Noon on the day of a meeting. Reminder emails will also be sent an hour before the start of the meeting.

    4. Join links are unique to each registrant. Do not share your join link with anyone else. All information submitted upon registration must match your profile for the virtual meeting.

    5. You may join a virtual meeting at any time after the start by using your personal join link. It is best to join at 6:00 P.M. so that you can follow the meeting and discussions. This will help you participate in a timely and cooperative manner. It is also recommended that you test your computer's speaker and microphone before or upon joining the meeting to be sure both are working properly.

    6. Upon joining the meeting, test your speaker and microphone. (You may be prompted by Zoom to do this, or you may need to look in your audio settings in Zoom.) You will be placed in a virtual waiting room where you will be able to see and hear the meeting. The Council will not be able to see or hear you – they will be able to hear from you once you are allowed to talk. Council staff will allow you to talk at the right time but you will still need to unmute yourself before speaking. 

    7. A good, reliable internet connection is also needed to join the meeting. Ensure you are in a quiet place with a strong signal prior to the start of the meeting. Background noise or other interference, as well as technical difficulties, may affect the quality of your testimony. If you are unable to testify as a result of technical difficulties, your time spot may be forfeited.

    8. Zoom works best on one device or “paired” devices – use one device for audio and video or pair separate devices when you join the meeting.

    9. Remember, you will be able to watch and listen to the meeting in real time from the Zoom waiting room. If you are used to watching County Council meetings on cable television or the internet, or if someone nearby will be watching this way, make sure you are in a quiet room away from this. Conflicting audio will cause confusion and will interfere in your participation.

    10. Any person whose testimony violates any portion of the County Council’s Rules of Procedure will receive a warning from the Chair. Any further violations may result in removal from the virtual meeting.

  • Special Accommodations

    If you have a disability and require a reasonable accommodation to fully participate in a Council meeting, please contact the Administrative Officer at least 72 hours before the meeting to discuss your accessibility needs. Watch / Listen to Meetings

Beginning Tuesday, September 8, 2020 the Anne Arundel County Council will start its evening meetings at 6:00 P.M. The full schedule is available here. 

Bills and resolutions are available for viewing and downloading here. If needed, you may request that a paper copy of any bill or resolution be mailed to you by calling 410-222-1401 and leaving a message or by sending an email to Laura Corby at [email protected].
