Anne Arundel County Commission on Government Innovation and Effectiveness Releases Interim Report
Report Calls on County Government to Compete with Private Sector in Certain Services
Annapolis, MD (June 29, 2017) –The Anne Arundel County Commission on Government Innovation and Effectiveness, a bipartisan effort to examine how government can better serve the citizens of Anne Arundel County, today issued a report containing its first set of recommendations.
“I thank the Commission for their diligence and hard work in delivering this report,” said County Executive Steve Schuh. “We will evaluate each recommendation over the summer to determine how to best ensure an efficient county government for our citizens.”
Overall, the Commission found county departments perform well in a resource-constrained environment. But, to guarantee the most effective and efficient county government, the Commission recommended allowing county departments to bid services through targeted requests for proposals (RFPs) alongside private sector candidates to gain a fair cost comparison.
"Anne Arundel County government is blessed to have great managers who look to save money where they can," said Commission Chairman Bill Westervelt. "Our Commission is committed to giving this great team the recommendations needed to realize those savings. I look forward to moving to the next stage of our review where we will examine how to best deploy information technology to modernize county government."
"This has been a great opportunity to discover the many things that county government is doing right," said Executive Director Claire Louder. "While we found areas we believe could be better served by the private sector, we are confident that Anne Arundel County is served by a dedicated corps of employees who strive to use taxpayer resources wisely."
The interim report also makes recommendations concerning animal shelter divestiture, outsourcing county automobile fleet maintenance, and a host of other initiatives examined since January. Next, the Commission will begin to examine issues like technology deployment and the feasibility of engaging outside recruiting firms to attract top talent to county government.
