Position Description

This posting will be used to fill Contractual Zoning Enforcement Assistant position in the Zoning Enforcement Section of the Office of Planning and Zoning. The Zoning Enforcement Section enforces Article 18, the Zoning Ordinance, as well as Administrative Decisions, including Variances, Special Exceptions and Non-Conforming Uses. Additionally it is responsible for the processing and issuance of Zoning Certificates of Use, required for all principle uses except single family homes. The Section also coordinates the County abatement of zoning violations. This contractual position will be responsible for responding to and inspecting complaints which may be violations of the Zoning Ordinance. The position involves the coordination of several types of duties including field and office work, public contact and written assignments stemming from on-site investigations as well as special assigned projects.

Example of Duties

Inspects alleged zoning violations by conducting on-site inspections, including photographing, research and report writing. Subsequently sends notices of action required to correct violations, if a violation exists, and keeps complainants and other interested parties informed. Maintains zoning violation files; organizes all material, correspondence, map information and other paperwork which accompanies a land use violation. Prepares the violation case for legal action by gathering data supporting the facts of the case to the Office of Law. Answers questions and gives information on all types of land use matters to the general public. This is accomplished either by telephone, in person or I the forma of written correspondence. Give talks and seminars to community groups on Land Use Enforcement. Reviews applications and inspects properties to confirm compliance for Zoning Certificates of Use.


Graduation from high school with some college-level course work in planning or a closely related field; experience in land use enforcement or related work; and a valid non-commercial Class C motor vehicle operator' s license.

Supplemental Qualifications

Preference will be given to applicants with the following:

  1. Considerable knowledge of zoning, land use, and related regulations and standards.
  2. Considerable knowledge of interviewing and field inspection techniques.
  3. Ability to effectively testify before courts and administrative boards.
  4. Ability to analyze facts and develop recommendations regarding proposed or existing land uses.
  5. Ability to conduct field inspections and interviews in establishing relevant facts.
  6. Ability to work from maps and legal descriptions.
  7. Ability to establish and maintain effective working relationships with colleagues, property owners and representatives, representatives of other agencies, and the public.
  8. Ability to succinctly convey ideas and requirements in oral (ex: testifying, presentations, meetings) and written format (ex: reports, summaries, recommendations, letters).
  9. Ability to use a computer and proficiency above beginner level in MS Office Suite and/or Google Drive
  10. Ability to use tact, discretion, initiative and independent judgement within established guidelines.
  11. Strong customer service experience to include telephone and face to face contact with the public, outside agencies, appointed and elected officials and co-workers.
