The Local Development Council serves as an advisory council to the county as it develops a multi year plan for the expenditure of local impact grant funds from Maryland Live! video lottery terminals.
The Local Development Council (LDC) is established under the authority of State law in those counties in which a video lottery terminal facility (casino) is located. The Local Development Council’s sole purpose is to advise the County Executive on the needs and priorities of the communities surrounding the Maryland Live! Casino and the expenditure of video lottery terminal funds.
All grants for the LDC Community Grants Program are limited to $40,000. The LDC may consider larger capital grants in unique circumstances, but an organization must be invited to present.
The Local Development Council’s Fiscal Year 2024 application process is officially underway! Applications must be completed and submitted here by Monday, December 19th at 11:59 p.m. to be considered. Awards are expected to be announced Summer 2023.
As a reminder, Local Development Council Grants are targeted to non-profits and community associations implementing projects and programs within a 3 mile radius of the Live! Casino in Hanover, and are for up to $40,000.

Anne Arundel County receives 4.51% of total revenues generated by video lottery terminals at Maryland Live! Casino. These monies are distributed by Anne Arundel County in the form of local impact grants and must be used for improvements primarily in the communities in immediate proximity to the casino. Permitted uses are: infrastructure improvements; facilities; public safety; sanitation; economic and community development, including housing; and other public services and improvements. State Government Article, Section 9-1A-31.
The Local Development Council typically meets on the 3rd Wednesday during the months of September - June at 6 p.m.
In the event of inclement weather, LDC monthly meetings may be cancelled. LDC meeting cancellations will follow the Anne Arundel County Public Schools closing policy for after school and evening activities. Please refer to the AACPS website or call (410) 222-5000 for information about closures.
