The Adult Public Guardianship Review Board

Description: The Adult Public Guardianship Review Board reviews, at least every six months, each guardianship that a public agency holds and recommends that the guardianship be continued, modified or terminated.

Agricultural Preservation Advisory Board

Amusement License Commission

Description: The Amusement License Commission advises the Director of Inspections and Permits on matters related to commercial bingo operations and the proposal of ordinances and the adoption of regulations to implement the provisions of Article 11, Title 2 of the Anne Arundel County Code.

Animal Control Commission

Description: The Animal Control Commission hears complaints or appeals from the execution of the provisions of the animal control and dog licensing laws of Anne Arundel County. They also hear appeal cases for orders against potentially dangerous animals.

Senior Center Boards

The Senior Center Advisory Boards advise the staffs of the senior centers and the Department of Aging concerning center programs, evaluation of needs, assessment of resources, problem identification, and development of goals and objectives. Arts Council of Anne Arundel County

Description: The Cultural Arts Council creates a financial support system through a partnership of public and private interests to benefit cultural arts in Anne Arundel County.

Arundel Community Development Services, Inc. Board of Directors

Description: The Arundel Community Development Services (ACDS) is a private, nonprofit organization that was created in 1993 to address housing and community development needs in Anne Arundel County. ACDS is under contract with the County to plan, administer, and implement the federally funded CDBG, HOME, ESG, HOPWA and Continuum of Care programs, State housing rehabilitation and homeownership programs and other County funded housing and community development programs, all of which benefit low and moderate income residents.

Commission on Disability Issues

Description: The Anne Arundel County Commission on Disability Issues promotes and enhances the quality of life for people with disabilities by advising the County Executive and the County Council on the coordination and development of government policies, programs, services, and allocation of resources for people with disabilities and by proposing the means whereby the needs of citizens with disabilities can be met.

Ethics Commission

Description: The Anne Arundel County Ethics Commission administers the Anne Arundel County Public Ethics Law. The commission prescribes and provides disclosure forms required by the County Public Ethic Law, reviews the statements filed, and notifies persons filing those statements of omissions or deficiencies. The commission investigates allegations of ethics violations and hears and decides complaints. The commission also issues advisory opinions concerning the application of the law to the conduct of county employees. The commission provides ethics training and publishes explanatory information concerning the provisions of the Public Ethics Law, the duties imposed by it and the means for enforcing it.

Glen Burnie Town Center Advisory Committee

Description: The Glen Burnie Town Center Advisory Committee (also known as the Advisory Committee for the Glen Burnie Urban Renewal Area) plays an advisory role in the implementation of the Glen Burnie Urban Renewal Plan. It also serves as an architectural review committee; reviews applications and plans for building permits and zoning certificates of use in commercial revitalization areas for compliance with the Glen Burnie Urban Renewal Plan; and makes recommendations to the Planning and Zoning Officer. Final authority rests with the County.

Housing Commission of Anne Arundel County

Anne Arundel County Partnership for Children, Youth and Families ( formerly the LMB)

Description: The Anne Arundel County Partnership for Children, Youth and Families works to provide leadership that creates opportunities for all children and their families in Anne Arundel County to achieve their full potential. Created in 1993, the Board is charged with the task of implementing a local, interagency, community based human service delivery system for children, youth and families. The Board works with citizens, public agencies, private organizations, and community groups to expand existing resources and develop new and innovative services.

License Commissioners, Board of

Description: The Board of License Commissioners regulates the retail sale of alcoholic beverages within Anne Arundel County .The Board, consisting of a Chairman, two commissioners and an attorney oversees the enforcement of liquor laws as set forth in Article 2B, Annotated Code of Maryland, establishes the Anne Arundel County liquor rules and regulations, as set forth in "Rules and Regulations of the Board of License Commissioners for Anne Arundel County," and approves/disapproves liquor license applications and imposes sanctions and fines for infractions of the Rules and Regulations, and/or Article 2B, Annotated Code of Maryland.

Local Workforce Investment Board

Description: The Anne Arundel County Workforce Investment Board (WIB), which was established as part of the federal Workforce Investment Act (WIA) of 1998, sets priorities for, and exercises oversight over, workforce development activities funded under WIA. The Workforce Investment Board also focuses on local programs and services that address the increasing countywide demand for an appropriately trained and prepared workforce. The Workforce Investment Board is composed of local businesspersons, who are appointed by the County Executive, and representatives from various partner agencies whose mission includes workforce development activities and services.

London Town Foundation Inc. Board of Trustees

Description: The London Town Foundation Inc. Board of Trustees oversees policy with reference to use and development planning of the Historic London Town and Gardens. The Board also advises on the operation of the facility.

Maryland Hall for the Creative Arts Board of Directors

Description: The Maryland Hall for the Creative Arts serves the Anne Arundel County community by providing a broad range of creative experiences through quality arts education and culturally diverse programs in the performing and visual arts.

Meeting Information: The thirty five member board meets at 4:00 p.m. on the 4th Tuesday of every other month from September until May. All meetings take place at Maryland Hall, 801 Chase Street, Annapolis, MD. 21401.

The seven member Executive Committee meets at the same date, time and location every other month that the Board is not meeting between September and May. The full Board meets for a final meeting of the fiscal year in June. There are no meetings in the months of July and August.

Description: The Odenton Town Center Plan Oversight Committee advocates for the goals and objectives of the Odenton Town Center Plan by working with property owners, developers, business owners and county, state, and federal officials on development and infrastructure investments in the Growth Management Area.

Personnel Board

Description: The Anne Arundel County Personnel Board hears and decides finally for the County, appeals from and actions pertaining to the allocation or reallocation of positions, appeals from any disciplinary action suspending, reducing in rank or pay, or removing any officer or employee in the classified service, and any other action designated by law or collective bargaining agreement to be subject to grievance procedures. The Board also hears and decides finally for the County appeals from any action pertaining to the methods of examination, certification, or preparation of eligibility lists for appointment or promotion. It advises and consults, as appropriate, with County officials on matters concerning the administration of the County classified service and reports to the County Executive and County Council upon the operation of the merit system. The Board also reviews and comments on any proposed personnel rule or regulation pertaining to methods of holding competitive examinations, the general character of examinations for original appointment and promotion, transfer of employees within the classified service and the procedures for determining the eligibility of applicants to participate in examinations prior to adoption. The Personnel Board also reviews the pay levels in the Executive Pay Plan and reports its findings and recommendations regarding pay levels to the County Executive and County Council during the third year of a County Executive's term of office.

Planning Advisory Board

Description: The PAB makes advisory recommendations to the Planning and Zoning Officer and the County Council relating to the Master Plan, the zoning maps, and rules and regulations relating to zoning. At such time as the Chief Administrative Officer shall fix, the Planning Advisory Board considers an itemized list of capital projects, or capital improvement programs, which various agencies of the County Government propose to undertake in the ensuing fiscal year and the next succeeding five fiscal years. After consideration by the PAB, the Planning and Zoning Officer transmits to the Budget Officer, with  recommendations, a list of projects recommended by the PAB Board to be undertaken in the periods aforesaid and the estimates of the cost thereof. The County Executive, by discretion, or the County Council, by resolution, may provide for references to the Board, for review and recommendations, of any matter related to the Board's functions and duties.

Property Tax Assessment Appeal Board

Description: The Property Tax Assessment Appeal Board is the second step in the appeal process of property tax assessments. A citizen first appeals his property tax assessment to the Maryland Department of Assessments, then to the Property Tax Assessment Appeal Board and finally to Tax Court.

Recreation Advisory Board

Description: The Recreation Advisory Board makes advisory recommendations to the Director of Recreation and Parks relating to recreation programs, services and facilities for all age groups, cooperative programs with private organizations and schools, and rules for the preservation of order and fairness in connection therewith.

Retirement and Pension System Board of Trustees

Description: The Anne Arundel County Retirement and Pension System Board of Trustees is responsible for the management and proper operation of the retirement and pension system. The Board has the power to do all that it considers necessary and to exercise any and all powers under Article 5 of the Anne Arundel Code with respect to the management of the system.

Soil Conservation District

Description: The governing body of the Soil Conservation District shall be interested in and knowledgeable in conservation of soil, water, and related natural resources. Consideration shall be given to representation from farming, forestry, wildlife, and urban interests.

Spending Affordability Committee

Description: The Spending Affordability Committee makes advisory recommendations to the Office of Budget, the County Executive, and the County Council relating to spending affordability, including County spending levels, to reflect the ability of the taxpayer to finance County services and long-term debt. The recommendations are to be presented in a report not less than 150 days before the end of each fiscal year and copies of the report shall be made available for public inspection. The seven member board meets on a bi-weekly basis from September through January of each year.

Board of Electrical Examiners

Description: The Board of Electrical Examiners hears complaints with reference to violations of Title 11, Article 4, of the Anne Arundel County Code and advises the Director of Inspection and Permits of its findings and recommendations. The Commission advises the County Council on the adoption of rules and regulations designed to govern the conduct of the trade of master electrician and the placement, installation and operation of electrical conductors, appliances, apparatus, or construction in, on, and about buildings and structures. It advises the Director of Inspections and Permits on the issuance of electrician's licenses, and, in connection with this function, ascertains by appropriate written examination the qualifications and capabilities of persons who are or desire to be engaged in the electrical trade.

Description: The Board of Environmental Systems Examiners hears complaints with reference to alleged violations of Article 11, Title 4, and advises the Director of Inspections and Permits of its findings. The Board advises the County Council on the adoption of rules and regulations designed to govern the business methods and conduct of licensees. It advises the Director of Inspections and Permits on the issuance of licenses required by this Title and, in connection with this function, ascertains by appropriate written examination the qualifications and capabilities of all persons who apply for licenses required by Title 4.

Plumbing Commission

Description: The Plumbing Commission hears complaints with reference to violations of Article 1, Title 4, of the Anne Arundel County Code and any matter determined by the Director of Inspections and Permits to be relevant to the plumbing industry and advises the Director of its findings and recommendations. The Commission advises the County Council on the adoption of rules and regulations designed to govern the conduct of the plumbers, utility contractors, disposal system contractors, and scavengers. It advises the Director of Inspections and Permits on the issuance of utility contractors', disposal contractors', and scavengers' licenses, and, in connection with this function, ascertains by written and oral examination the qualifications and capabilities of persons who are or desire to be engaged in those trades. The Commission advises and assists the Director of Inspections and Permits in the adoption of rules and regulations, approval of materials, and interpretations of Title 4, and makes recommendations for revisions of this title.
