Description: The Anne Arundel County Ethics Commission administers the Anne Arundel County Public Ethics Law. The commission prescribes and provides disclosure forms required by the County Public Ethic Law, reviews the statements filed, and notifies persons filing those statements of omissions or deficiencies. The commission investigates allegations of ethics violations and hears and decides complaints. The commission also issues advisory opinions concerning the application of the law to the conduct of county employees. The commission provides ethics training and publishes explanatory information concerning the provisions of the Public Ethics Law, the duties imposed by it and the means for enforcing it. Local Workforce Investment Board |
Description: The Anne Arundel County Workforce Investment Board (WIB), which was established as part of the federal Workforce Investment Act (WIA) of 1998, sets priorities for, and exercises oversight over, workforce development activities funded under WIA. The Workforce Investment Board also focuses on local programs and services that address the increasing countywide demand for an appropriately trained and prepared workforce. The Workforce Investment Board is composed of local businesspersons, who are appointed by the County Executive, and representatives from various partner agencies whose mission includes workforce development activities and services. | Personnel Board |
Description: The Anne Arundel County Personnel Board hears and decides finally for the County, appeals from and actions pertaining to the allocation or reallocation of positions, appeals from any disciplinary action suspending, reducing in rank or pay, or removing any officer or employee in the classified service, and any other action designated by law or collective bargaining agreement to be subject to grievance procedures. The Board also hears and decides finally for the County appeals from any action pertaining to the methods of examination, certification, or preparation of eligibility lists for appointment or promotion. It advises and consults, as appropriate, with County officials on matters concerning the administration of the County classified service and reports to the County Executive and County Council upon the operation of the merit system. The Board also reviews and comments on any proposed personnel rule or regulation pertaining to methods of holding competitive examinations, the general character of examinations for original appointment and promotion, transfer of employees within the classified service and the procedures for determining the eligibility of applicants to participate in examinations prior to adoption. The Personnel Board also reviews the pay levels in the Executive Pay Plan and reports its findings and recommendations regarding pay levels to the County Executive and County Council during the third year of a County Executive's term of office. | Planning Advisory Board |
Description: The PAB makes advisory recommendations to the Planning and Zoning Officer and the County Council relating to the Master Plan, the zoning maps, and rules and regulations relating to zoning. At such time as the Chief Administrative Officer shall fix, the Planning Advisory Board considers an itemized list of capital projects, or capital improvement programs, which various agencies of the County Government propose to undertake in the ensuing fiscal year and the next succeeding five fiscal years. After consideration by the PAB, the Planning and Zoning Officer transmits to the Budget Officer, with recommendations, a list of projects recommended by the PAB Board to be undertaken in the periods aforesaid and the estimates of the cost thereof. The County Executive, by discretion, or the County Council, by resolution, may provide for references to the Board, for review and recommendations, of any matter related to the Board's functions and duties. Description: The Spending Affordability Committee makes advisory recommendations to the Office of Budget, the County Executive, and the County Council relating to spending affordability, including County spending levels, to reflect the ability of the taxpayer to finance County services and long-term debt. The recommendations are to be presented in a report not less than 150 days before the end of each fiscal year and copies of the report shall be made available for public inspection. Description: The Board of Electrical Examiners hears complaints with reference to violations of Title 11, Article 4, of the Anne Arundel County Code and advises the Director of Inspection and Permits of its findings and recommendations. The Commission advises the County Council on the adoption of rules and regulations designed to govern the conduct of the trade of master electrician and the placement, installation and operation of electrical conductors, appliances, apparatus, or construction in, on, and about buildings and structures. Description: The Plumbing Commission hears complaints with reference to violations of Article 1, Title 4, of the Anne Arundel County Code and any matter determined by the Director of Inspections and Permits to be relevant to the plumbing industry and advises the Director of its findings and recommendations. The Commission advises the County Council on the adoption of rules and regulations designed to govern the conduct of the plumbers, utility contractors, disposal system contractors, and scavengers. It advises the Director of Inspections and Permits on the issuance of utility contractors', disposal contractors', and scavengers' licenses, and, in connection with this function, ascertains by written and oral examination the qualifications and capabilities of persons who are or desire to be engaged in those trades.
