Bomb Threat                                                                                                  Ferndale

On 04/17/13 at approximately 1238 hrs. the Anne Arundel County Police Department Communications Section reported a subject called 911 and said, "I'm from Boston and I'm going to blow some more stuff up." The caller then hung up. The dispatcher began researching calls in the area where the call originated from, the 1300 block of Broadview Blvd. The dispatcher noted several calls for service were received there using the same cell phone. Officers were dispatched to the residence and encountered the suspect, identified as Ronald William Smith. He admitted placing the call and acknowledged that this was not true. The suspect was arrested and charged with False Statement of a Destructive Device, Telephone Misuse, and Arson Threats.

The Northern District Detective Unit conducted a follow-up investigation to the Bomb Threat incident. Detectives spoke with Mr. Smith and eventually searched his residence at 1305 Broadview Blvd Ferndale, MD in addition to a purported "other" residence at 120 S. Calhoun St, Baltimore City. A search of both residences was negative for any indication of bomb making materials or evidence of terrorism. The Maryland Coordination and Analysis Center (MCAC), the Intelligence Unit and the Fire Marshalls Office were all notified and advised.

Chief Tolliver said, “I want to thank our communications section for quickly identifying this suspect. I also want to thank our Northern District officers who worked quickly to arrest this individual to ease any potential of public fear. The Anne Arundel County Police Department and the Law Enforcement Community as a whole will not tolerate hoaxes of this magnitude, especially in the sensitive climate that we find ourselves in as a nation.”

CRIMINAL INVESTIGATION (UPDATE)

On March 20, 2013, at approximately 10:20 a.m., a male student at Glen Burnie High School located in the 7500 block of Baltimore Annapolis Boulevard in Glen Burnie discovered a device believed to be a camera located in the men’s restroom inside of the high school. The student reported the discovery to school administrators around noon and reported feeling uncomfortable using the restroom as a result.

School officials and other employees familiar with the school assisted law enforcement by immediately scanning all of the restrooms along with locker rooms in the school yesterday and again this morning to determine if any other unauthorized cameras had been placed in any of the school’s buildings. At this time, no other cameras have been located. The recovered device was turned over to detectives from the Anne Arundel County Police Department’s Criminal

Investigation Division, who immediately began an investigation.

Preliminary investigation confirms that the device was a visible camera located in a top corner of the men’s restroom. Initial information has revealed that a 14-year veteran of the department currently assigned to the Special Services Bureau installed the camera on his own volition, without knowledge of the police department or school system. At this time, no images or recordings have been discovered on the camera; however, the investigation is active and ongoing. The officer has been placed on routine administrative leave pending the outcome of the investigation. The officer’s police powers have been suspended.

“The Police Department takes this matter seriously,” said Chief of Police Larry W. Tolliver. “I immediately ordered a thorough investigation of this incident to include consultation with the State’s Attorney’s Office to ensure all legal aspects of the case were covered.”

UPDATE

A thorough investigation has been conducted and based upon the evidence, no criminal laws have been violated and therefore the officer involved in this incident will not be criminally charged. The criminal investigation revealed that the device was not used to record, store, or transmit any images or sound.

The Anne Arundel County Police Department worked closely with the Anne Arundel County State's Attorney's Office in reference to this case. An administrative investigation is ongoing.
