Synopsis:

On March 4, 2013, at approximately 7:44 p.m., officers from the Eastern District responded to a report of a motor vehicle collision on southbound Ritchie Highway north of Jumpers Hole Road in Pasadena.

Officers arrived on scene and determined that a pedestrian had been struck by a Mercury Grand Marquis. Anne Arundel County Fire Department personnel arrived and began treating the pedestrian. Due to the extent of the injuries to the pedestrian, crash investigators from the Traffic Safety Section were dispatched and assumed responsibility for the investigation. The pedestrian, identified as 63-year-old Raymond Walkup of no fixed address, was transported to Shock Trauma in Baltimore, where he died from his injuries.

Initial investigation revealed that the Mercury was traveling southbound on Ritchie Highway, north of Jumpers Hole Road when the pedestrian attempted to cross Ritchie Highway from the southbound side of the roadway toward the center median. The pedestrian, who was wearing dark, non-reflective clothing, was not crossing at a designated crosswalk and failed to yield the right of way to the vehicle traveling southbound. The pedestrian was struck by the Mercury before reaching the median. Preliminary information indicates that pedestrian error appears to be the primary cause of this crash. Pedestrian visibility and possible alcohol use by the pedestrian also appear to be contributory factors. It does not appear at this time that vehicle speed is a factor in this case.
