County Executive Neuman Releases Results of Police Task Force Report

Report is Culmination of 3-Month, Top-to-Bottom Independent Review

 

Annapolis, Maryland (August 12, 2013) – Anne Arundel County Executive Laura Neuman today announced results of a report by an independent task force formed in May to review allegations of wrong doing within the Police Department. The task force was made up of current and retired officials from area police departments.

 

Members of the task force included Frederick H. Bealefeld III, Retired Commissioner, Baltimore Police Department and Chairman of the Task Force; Lieutenant James Humphries, Montgomery County Police Department; and Assistant Chief Michael L. Anzallo; Inspector Ralph G. Ennis; Lieutenant James M. Brown; and Lieutenant Jacob Major, all of the Metropolitan Police Department in Washington, D.C.

 

“I am grateful to the members of the task force for their selflessness and hard work as we work to remove the cloud that has hung over our police department,” said County Executive Neuman. “We have exceptional men and women who serve this County nobly everyday and they do commendable work. The task force acknowledged the commitment of our officers and civilian employees and made very good recommendations – some of which we have already addressed, including selecting a permanent chief of police. Even though the task force has completed its work, we will continue to refine our processes and highlight all of the good work being performed day in and day out by the Anne Arundel County Police Department.”  

 

Recommendations include:

 

  • Selection of a Permanent Chief of Police
  • Give the Chief of Police the ability to choose his executive staff
  • Review the structure of the Department
  • Base promotions on objective criteria
  • Address pay compression in Anne Arundel
  • Review internal investigation process
  • Consider employing a private Executive Protection Unit
  • Increase the oversight ability of the County’s Ethics Commission by perhaps hiring an Inspector General
  • Consider hiring additional staff to address overtime and the need to “draft” officers
  • Request assistance from the Department of Justice to address law enforcement-specific policies and procedures

The report concluded that the task force was impressed with the Anne Arundel County Police Department. It found that the rank-and-file members, for the most part, are working for the greater good of the agency and the citizens of the county. “It appears that over the last several years, a single scandal involving a very small group of people and their conduct has held the agency captive. The process in how this scandal was handled broke down…. Since the process appears to be the larger issue, solid leadership from the Chief of Police, and recommendations in this report, should set the Anne Arundel County Police Department on course to be a national role model and leader in the law enforcement community,” the report concluded.
