County Executive Laura Neuman Provides Update on Status of Grant Funding Previously Designated for People’s Community Health Center

Publish Date: 08/05/2014

Combined $1.7 million in grants will remain restricted for state VLF use only

Annapolis, Maryland (August 5, 2014) — County Executive Laura Neuman today provided an update on the current status of two Local Development Council grants totaling $1.9 million, of which $1.7 million is remaining, that were previously designated for People’s Community Health Centers in Anne Arundel County.

Intended to support the construction of a community center in Severn that would include a third PCHC location in the county, the funds were withheld following a county-conducted evaluation of the center that revealed financial and business management concerns in June. The healthcare provider closed its five clinics June 30, including locations in Brooklyn and Odenton, citing financial issues.

“We support the intent of the Local Development Council to fund a community center with these grant funds, and would like to see the project continued once the federal government selects a provider to replace People’s,” County Executive Neuman said. “In the interim, the grant funds will remain secure in the general and VLF funds.”

Following the grant retraction, the $1.2 million remaining from the $1.4 million grant awarded in Fiscal Year 2013 is being held in the county’s general fund, classified as restricted, and the $500,000 grant awarded in FY14 will remain in the Video Lottery Facility Local Impact Grant Special Revenue Fund. Future use of the grants, to include only those purposes set forth in state code, will be based on the recommendations of the LDC and approved by the County Council.

In the absence of healthcare services provided by PCHC, Chase Brexton Health Care is now providing the community with pediatric and adult primary care, as well as obstetrics and gynecology services, at a temporary health clinic located at 791 Aquahart Road, 2nd floor, Glen Burnie.

Additionally, Family Health Centers of Baltimore now provides transportation for patients to its Brooklyn Community Health Center, located at 3540 South Hanover Street. Both facilities serve uninsured patients, those covered by Medicare or Medicaid, and individuals with private insurance.
