County Executive Leopold Applauds Passage of Three County Environmental Initiatives

Legislation affects fly ash, air quality and stormwater

Annapolis (April 14, 2009) - County Executive John R. Leopold today applauded the passage of three County environmental protection measures in the General Assembly affecting fly ash, air quality and stormwater management.

"These three bills advance our efforts toward improving the health and wellbeing of our community," County Executive Leopold said. "They deal with practical issues in need of solutions, and will increase our ability to protect the environment.

The legislation:

  • Strengthens regulations recently adopted by the Maryland Department of Environment regarding coal fly ash to require air quality monitoring.
  • Extends the statute of limitations for stormwater management plans to three years and provides for consistent enforcement of County and State environmental laws.
  • Requires the State to include County reimbursement claims for environmental health monitoring and testing when the Maryland Department of Environment collects fines.
