County Executive Leopold Recommends Appointment of New Emergency Management Director

Annapolis, MD (February 6, 2007) - Anne Arundel County Executive John R. Leopold today recommended to Governor Martin O’Malley the appointment of County Police Lieutenant Thomas J. Wilson as Director of Emergency Management for Anne Arundel County.

"Public safety remains one of my top priorities, and there is a heightened need for Homeland Security dollars," said County Executive John Leopold. "Lieutenant Wilson’s experience dealing with Homeland Security funding, coupled with his wealth of experience in public safety, makes him the perfect fit for this job."

Lt. Wilson will oversee the coordination of resources and the response and recovery of local, state, federal and private agencies in emergencies. He will also be charged with:

  • Developing and maintaining a Comprehensive Emergency Management Program for all-hazards
  • Coordinating Emergency Planning with county, state, federal and private agencies to protect life, property and the environment from the effects of natural and manmade disasters
  • Preparing the community for disasters and terrorism
  • Responding to emergencies when they occur
  • Establishing recovery systems to return the county and its residents to a normal state as soon as possible

Lt. Wilson has served the Anne Arundel County Police Department for 17 years, most recently as the Commander of the Management Planning Section, responsible for all departmental finances. Lt. Wilson has also spent the past 5½ years securing Homeland Security dollars for the Police Department, while supervising a $90,000,000 budget.

Thomas Wilson is a graduate of the University of Maryland and later received his Masters of Science in Administration from Central Michigan University.

Lt. Wilson will take the post immediately following the Governor’s appointment at an annual salary of $81,507.
