County Executive Leopold Announces Exclusive Lease Negotiations for U.S. Naval Academy Dairy Farm
Annapolis, MD (June 4, 2007) - Anne Arundel County Executive John R. Leopold announced that the Department of the Navy has completed its source selection review and has selected Anne Arundel County for exclusive lease negotiations for the U.S. Naval Academy Dairy Farm.
"Most farms in Anne Arundel County have been passed on from generation to generation," said County Executive Leopold. "We would like to continue that legacy, and guarantee that our precious agricultural land and woodlands are preserved forever."
A meeting to begin the exclusive negotiations is scheduled for the week of June 25th, at which time Navy and County Officials will begin establishing the terms and conditions of the lease document.
On March 19, 2007, Anne Arundel County submitted a Lease Offer Proposal to the U.S. Department of the Navy in response to the Notice of Availability for Lease of the U.S. Naval Academy Dairy Farm in Gambrills, Maryland. Upon award of a long-term lease, the County will immediately establish its intent to provide good stewardship over the Dairy Farm by engaging the community in a master planning process to establish goals and objectives. The master planning process will be designed to communicate clearly and openly with the public and to establish a sense of responsibility and accountability for shared priorities.
Maintaining the Naval Academy Dairy Farm in its agricultural and rural nature for generations to come is sure to galvanize the community beyond most ideas, projects or programs. The master planning process for the Naval Academy Dairy Farm will be an historic undertaking of major proportion. The Department of Recreation and Parks and other County agencies are ready to leverage their network of public and private affiliates in a planning process for the Dairy Farm. These agencies will ensure the involvement of people who are affected by, or interested in, the future of the Dairy Farm.
"Strong partnerships are built when people are given the opportunity to have a direct impact upon what happens in their community," said County Executive Leopold. "Citizens, service providers and decision makers must be drawn together as stakeholders in the creation of a vision and the process of actively pursuing that vision."

Anne Arundel County’s concept for the Naval Academy Dairy Farm follows the U.S. Department of Agriculture’s definition of "Community Supported Agriculture" albeit on a grander scale. Community Supported Agriculture consists of a community of individuals who pledge support to a farm operation so that the farmland becomes, either legally or spiritually, the community’s farm, with growers and consumers providing mutual support and sharing the risks and benefits of food production.
