Annapolis, MD (December 7, 2005) - County Executive Janet S. Owens announced today a task force is looking into the financial effects of implementing GASB 45, (Government Accounting Standards Board - Statement 45). Statement 45 mandates significant changes regarding how government accounts for retiree health care costs, and affects municipalities nationwide. The 16-member task force will assess alternatives to a post-employment benefit trust fund to meet the County’s future funding liability. No change in the accounting practices for the County is required until FY 2008; however, County Executive Owens says she wants to have a solid plan in place to meet the expectations of GASB-45 prior to November 2006. "Even though the standard does not go into effect during my last year in office, I fully intend to be prepared to discuss our plans with the bond rating agencies this winter," said Ms. Owens. The task force, created by Chief Administrative Officer Robert Walker, will meet monthly until all options are explored to address the new accounting standard.
