Changes consistent with Bill 24-03 Annapolis (September 17, 2003) - In May, 2003, the Anne Arundel County Council approved Bill 24-03, which revised the water and wastewater user rates and user connection fees effective July 1, 2003. The bill included an increase in capital facility connection charges but deferred those increases until October 1, 2003. Capital facility connection charges help recover the cost of constructing water and wastewater treatment plants, major pumping stations and conveyance facilities other than lateral lines. These charges have held steady for 10 years while costs have continued to increase. The capital facility connection charges (CFCC) are paid by individuals or developers who are connecting to the County's water and/or wastewater systems. Currently the water CFCC is $3,000 for each residential unit or, if not residential property, the property's equivalent dwelling units. Effective October 1, the water charge will be $4,500 per unit. Currently the wastewater CFCC is $2,000 for each residential unit or, if not residential property, based upon the property's equivalent dwelling units. Effective October 1, the wastewater charge will be $3,000 per unit. Payments Prior to October 1, 2003 If a development has been allocated capacity, the charges may be paid prior to application of building permits, if paid in full. Any subsequent determination of additional equivalent units will require additional charges at the then current rate. Payments must be made prior to October 1 in order to pay the lower fees. Properties that have not received an allocation of capacity may pay the charges on a pending permit, prior to the issuance of a building permit or connection permit, if a determination of the number of equivalent dwelling units and a determination of the fees has been made by the County. Payment must be made prior to October 1 and the building permit issuance must occur no later than June 30, 2004 in order to avoid the increase in fees.
