An animal control officer may engage in secondary employment as a nuisance wildlife cooperator in the county, subject to the limitations set forth in the opinion.
The members of the Odenton Town Center Oversight Committee are subject to the Public Ethics Law.
The HCAAC may appoint as a commissioner, a person who's sibling works for the HCAAC, as long as the appointee does not participate in any matters pertaining to the sibling's employment.
The members of the Human Relations Commission are subject to the ethics law. The ethics law does not prohibit the appointment of a county (or state) employee to the commission, provided that the commission members does not participate in any matter that would affect that member's county agency.
A member of the Odenton Town Center Oversight Committee, who is also the CEO and president of the local Chamber of Commerce, may participate on the committee as to matters brought to it by rank and file members of the Chamber, but may not participate as to any matters brought to the committee by members of the Chamber's board of directors or executive committee.
An employee may not accept travel expenses to visit a vendor's facilities unless payment of travel expenses is included in the contract between the vendor and the county.
Employees may not accept an invitation to attend a VIP event at Maryland Live! from a controlled donor because the value of the food and beverages exceeds a modest value and the event is not charitable, cultural, or political. Employees may not accept a gift commemorating the event because it exceeds the value permitted for an unsolicited gift from a lobbyist.
An employee may not accept a gift of travel expenses from a lobbyist to go to China to promote private investment in an entity that does business with, and is a registered lobbyist in the county because the trip is not for a conference or other meeting where the employee will be a featured speaker.
As an exception to the prohibitions on gifts, §7-5-106(c)(2)(vii) permits elected officials to accept the invitation, offered by a lobbying entity, to attend its annual summer fundraising event where funds are being raised for legitimate charitable purposes.
The attorney to the liquor board may represent the liquor board before the county council without violating Section 7-5-104 of the ethics law.
Employees in the fire department may engage in secondary employment with a video lottery facility under the circumstances described in the opinion.
A county council member may teach a class at the community college subject to the conditions discussed in the opinion.
A county employee may apply for and accept, if offered, a position in a department where the employee's spouse is employed, under the circumstances described in the opinion.
A "commingled investment vehicle" means a mutual fund.
A county council member may participate in special revenue bond legislation that would lower the interest rate on the debt owed by property owners in the district where the council member owns property, as an exception to the non-participation provisions of the ethics law.
The gift prohibitions do not apply to an invitation received by a county council member to attend a charitable gala as the guest of a person who does not do business with the county. The prestige of office provisions do not prohibit the acceptance of a "personal gain" where the invitation is extended as a courtesy to the office.
The legislative assistant to a member of the county council may serve on the board of a private entity that has received grants from the county, as long as the assistant serves in a personal capacity only, and observes the ethics law restrictions described in the opinion.
The ethics law does not prohibit charitable solicitations of county employees as part of a county wide charitable program that is approved by the county executive, under the circumstances described in the opinion.
A firefighter with law enforcement authority may engage in secondary employment as an fire investigator for a private insurance consultant, subject to the conditions and limitations set forth in the opinion.
