Instructor Biographies

Mindy Ellison – is a certified General Instructor by the Maryland Police and Correctional Training Commissions.  Ms. Ellison is an Adjunct Instructor for the Anne Arundel Community College (teaching courses on Women, Crime & Prison, Social Work & Counseling with Offenders Criminal Justice Ethics and Penology) and has taught at the Maryland Correctional Training Commissions (teaching Suicide Prevention courses).  Ms. Ellison is licensed by the State of Maryland as a Social Work Associate.  Ms. Ellison is currently assigned as the Training Manager/Academy Director for the Anne Arundel County Department of Detention Facilities.  Ms. Ellison has twenty two years experience in the field of criminal justice, beginning her career at the Division of Pretrial Services and Detention in Baltimore City.  Ms. Ellison is the editor/writer for the Training Unit’s newsletter and developed the curriculum for the Life Skills Program at the Ordnance Road Correctional Center in 1998.  Ms. Ellison was instrumental in developing a unique initiative based on the police “ride-a-long” program in conjunction with the Anne Arundel Community College, known as the Tag-a-Long Program.  Ms. Ellison is the recipient of two Superintendent’s Awards for Job Excellence, two Employee of the Month awards and the Maryland Police and Correctional Training Commissions’ Correctional Entrance Level Training Program Instructor of the Year Award in 2002.  Ms. Ellison received her Bachelor of Arts Degree in Social Work and Psychology from Coppin State College/University of Maryland Baltimore County in December 1984, and her Master of Education Degree in Rehabilitation Counseling from Coppin State College in June 1987.  Ms. Ellison is a member of the American Correctional Association, the American Jail Association, the American Society for Training and Development and the Maryland Criminal Justice Association.
Jerhretta Suite – is a General Instructor certified by the Maryland Police and Correctional Training Commissions.  Mrs. Suite is a certified CPR/’AED Instructor.  Mrs. Suite is a Program Specialist I with the Anne Arundel County Department of Detention Facilities Training Unit and the Training Liaison for the security and support services staff at the Ordnance Road Correctional Center.  Mrs. Suite is an honors graduate of the Maryland Correctional Training Academy (2003).  As the Librarian for the Jennifer Road Detention Center for 5.5 years, Mrs. Suite developed the Library’s Guest/Author series, created The Book Bulletin, the Library’s legal reference and research guide and initiated the Jennifer Road Detention Center’s “Critical Thinking Discussion Group”.  In 2007, Mrs. Suite was unanimously selected by the Anne Arundel County Department of Detention Facilities’ 06-02 Academy class as the recipient of the Maryland Police and Correctional Training Commissions’ Correctional Entrance Level Training Program Instructor of the Year.  Mrs. Suite has been on the staff with the Department for 7 years.
Corporal Stephen Allen – is a certified General and Defensive Tactics/Pressure Point Control Tactics Instructor by the Maryland Police and Correctional Training Commissions.  Corporal Allen is a certified Pressure Point Control Tactics Instructor.  Corporal Allen is a certified Field Training Officer and a member of the Special Operations Response Team.  Corporal Allen is currently assigned to Shift 2 at the Ordnance Road Correctional Center.  Corporal Allen has been working in corrections for 12 years.  Corporal Allen is a certified Special Munitions Instructor.
Sergeant Justin Asher – is a certified General Instructor by the Maryland Police and Correctional Training Commissions.  Corporal Asher has been with the Department for 8 years and has worked with Shift 2 at the Ordnance Road Correctional Center.  Corporal Asher is currently assigned to Shift 4 at the Jennifer Road Detention Center.  Corporal Asher is a certified Special Munitions, Senior Oleoresin Capsicum Instructor, Field Trainer and CERT Instructor.  Corporal Asher has a Bachelor’s Degree in Military History from the University of Maryland at College Park, graduating in 1999 and served in the U.S. Marines from 1999 to 2001.
Corporal Alan Becker – is a General Instructor certified by the Maryland Police and Correctional Training Commissions.  Corporal Becker has been employed as a Detention Officer since April 22, 1993.  Corporal Becker was promoted to Corporal on July 28, 2005.  In June 2005, Corporal Becker was assigned to Shift 2 at the Ordnance Road Correctional Center in the capacity of Acting Sergeant.  Corporal Becker is currently serving as the Compliance Manager for the Department.  Corporal Becker has an Associate of Applied Science degree in Business Management from the Anne Arundel Community College.  Corporal Becker is a member of the Special Operations Response Team and Automation Instructor.  Corporal Becker is the recipient of the Superintendent’s Award for Job Excellence.
Sergeant Daniel Bennett – is a certified General and Defensive Tactics Instructor by the Maryland Police and Correctional Training Commissions.  Corporal Bennett is a member of the Special Operations Response Team.  Corporal Bennett is a certified Senior Oleoresin Capsicum Instructor.  Corporal Bennett has been working in corrections since 2003 and has worked with Shift 4 at the Ordnance Road Correctional Center.  Corporal Bennett is assigned to Shift 2 at the Jennifer Road Detention Center and is currently the Department of Detention Facilities IMS Coordinator.
ACFA Michael Borgese – is a certified Firearms and General Instructor by the Maryland Police and Correctional Training Commissions and a certified Jaycor PepperBall Launcher Instructor.  Captain Borgese is currently the assigned to the Ordnance Road Correctional Center.  Captain Borgese has been working for the Department since February 1996.  Captain Borgese received his Bachelor’s Degree in Criminal Justice from the College for Professional Studies in 2005.
Officer Anthony Branch – is a certified General and Defensive Tactics/Pressure Point Control Tactics Instructor by the Maryland Police and Correctional Training Commissions.  Officer Branch is also certified in CPR/First Aid and Defensive Tactics PPCT.  Officer Branch teaches other classes such as Security, Safety and Survival and SORT.  Officer Branch is a certified Special Munitions Instructor and a member of the Special Operations Response Team.  Officer Branch is a certified Field Training Officer.  Officer Branch is currently assigned to Shift 5 at the Jennifer Road Detention Center.
Assistant Correctional Facility Administrator Sandora Cathcart – is a certified General Instructor by the Maryland Police and Correctional Training Commissions and certified Field Trainer.  Ms. Cathcart has experience as an Adjunct Instructor for the Anne Arundel Community College.  Ms. Cathcart is licensed by the state of Maryland as a Social Work Associate.  Ms. Cathcart has been employed in local corrections for 22 years and focuses her work on staff development and jail management concerns.  Ms. Cathcart has a Certificate in Human Services Management, a Bachelor of Arts Degree in Social Work and African American Studies and a Master of Science Degree in Criminal Justice Administration.
Officer Kevin Chapman – is a certified General Instructor certified by the Maryland Police and Correctional Training Commissions.  Officer Chapman is a certified CPR/AED Instructor, Field Training Officer and EMIT Officer.  Officer Chapman has been employed in corrections for 17 years.  Officer Chapman is currently assigned to Shift 3 at the Jennifer Road Detention Center.
Sergeant Michael Collins – is a certified General and Firearms Instructor by the Maryland Police and Correctional Training Commissions.  Sergeant Collins is the Chief Firearms Instructor for the Anne Arundel County Department of Detention Facilities.  Sergeant Collins has been employed in corrections for 17 years.  Sergeant Collins is currently assigned to Shift 1C at the Jennifer Road Detention Center.  Sergeant Collins is a SIG SAUER Pistol Armorer and teaches Weapons Retention and Defensive Tactics. Sergeant Collins has been a member of the Special Operations Response Team since it’s inception with this department.  Sergeant Collins has been instrumental in getting approval for the Department’s transition from the Smith & Wesson revolver to the SIGARMS P229 .40 caliber semi-automatic pistol.  This transition occurred in the spring of 2006.  Sergeant Collins is dedicated to bringing to the department the most updated firearms training, weapons and equipment.  Sergeant Collins considers himself a “Perfectionist” when it comes to firearms training.  Sergeant Collins wants our firearms trained officers to have the best training available to prepare them for the dangers they may face on the streets.
Sergeant John H. Davis III – is a certified General Instructor by the Maryland Police and Correctional Training Commissions.  Sergeant Davis is a certified Field Training Officer and EMIT Officer.  Sergeant Davis teaches Weapons of Mass Destruction, Standards of Conduct and Field Training Certification courses.  Sergeant Davis is currently assigned to Shift 3 at the Jennifer Road Detention Center.  Sergeant Davis received a Bachelor’s Degree in History from the University of Maryland in 1997.
Sergeant Karen George – is a certified General Instructor by the Maryland Police and Correctional Training Commissions specializing in SCBA and Security, Safety and Survival instruction.  Sergeant George is currently assigned to Shift 1B at the Jennifer Road Detention Center.  Sergeant George is a Fire Safety Officer/Coordinator for the Jennifer Road Detention Center.  Sergeant George has been a Volunteer Firefighter/EMT with the Deale Volunteer Fire Department for 28 years.
Sergeant Kevin Grimes – is a certified Provisional Instructor by the Maryland Police and Correctional Training Commissions and a certified Field Training Officer.  Sergeant Grimes was a member of the new jail transition team, assisting in the writing of policy and procedures for the Ordnance Road Correctional Center.  Sergeant Grimes is currently serving in capacity of Acting Lieutenant, assigned to Shift 2 at the Ordnance Road Correctional Center.  Sergeant Grimes has worked in corrections for 14 years.  Sergeant Grimes received a Bachelor of Arts Degree in Economics with minors in Sociology and Religion in 1978.
Sergeant Kim Holland – is a certified General Instructor by the Maryland Police and Correctional Training Commissions, JMS instructor and a member of the Special Operations Response Team.  Sergeant Holland is currently assigned to Shift 4 at the Ordnance Road Correctional Center.  Sergeant Holland has been working in corrections for over 20 years.  Sergeant Holland received his Bachelor’s Degree in Criminal Justice from Sojourner Douglas College in 2006.
Margo Knight – is a certified General Instructor by the Maryland Police and Correctional Training Commissions.  Mrs. Knight currently supervises the Pretrial and Detention Center Services Division at the Jennifer Road Detention Center.  Mrs. Knight has worked at the Jennifer Road Detention Center for nearly 22 years, where she previously worked in Classification, Pretrial Services and as a Detention Officer I.
Assistant Correctional Facility Administrator Thomas Laue – is a certified General Instructor by the Maryland Police and Correctional Training Commissions.  Mr. Laue has been employed by the Anne Arundel County Department of Detention Facilities since 1994.  Mr. Laue began his career as a Detention Officer and was later promoted to Detention Sergeant and Criminal Justice Program Supervisor for Compliance.  In 2002, Mr. Laue was promoted to the position of Security Administrator at the Ordnance Road Correctional Center.  In October 2008, Mr. Laue was promoted to Assistant Correctional Facility Administrator of Security/Support Services at the Jennifer Road Detention Center.  Mr. Laue graduated from Towson State University in 1992.
Sergeant Charles Lloyd – is a General and Firearms Instructor certified by the Maryland Police and Correctional Training Commissions.  Sergeant Lloyd also holds several advanced instructor certificates in the areas of firearms instructor, firearms service and maintenance and advanced officer survival tactics.  Sergeant Lloyd is also an Adjunct Instructor with the County Fire Academy and Certified Instructor Trainer with ASHI.  Sergeant Lloyd is currently assigned to Shift 2 at the Ordnance Road Correctional Center.  Sergeant Lloyd joined the Department in 1998 and has been an Adjunct Instructor since 2000, participating in both Entry Level and In-Service training.  Sergeant Lloyd is a Special Operations Response Team member, a Certified Field Training Officer and a member of the Training Advisory Committee.
Patricia Masimore – is a certified General Instructor by the Maryland Police and Correctional Training Commissions.  Ms. Masimore is currently assigned to the Female Unit at the Ordnance Road Correctional Center.  Ms. Masimore has been working in corrections for 10 years, beginning her career as a Detention Officer at the Ordnance Road Correctional Center.  Ms. Masimore received a Bachelor’s Degree from Towson State University and a general Master’s degree in Business Administration from Strayer University.
Karen McDonald – is a certified Provisional Instructor by the Maryland Police and Correctional Training Commissions.  Mrs. McDonald is currently assigned as a Program Specialist – Volunteer Coordinator at the Jennifer Road Detention Center.  Mrs. McDonald has worked in corrections for over 12 years, 1 year as a Correctional Officer at the Jessup Pre-Release Unit.  In October 1997, Mrs. McDonald began working at the Jennifer Road Detention Center as a Pre-Trial Monitor, then promoted to Program Specialist I – Librarian/Volunteer Coordinator in May 1998.  Mrs. McDonald received her Bachelor’s Degree in Political Science from Towson University in 1986.
Patrick March – has been instructing for the Department since 1998 and is currently certified as a General Instructor with the Maryland Police and Correctional Training Commissions.  Patrick is a Program Specialist I with the Anne Arundel County Department of Detention Facilities Training Unit.  Patrick is currently the Training Liaison for the Jennifer Road Detention Center security and support services staff.  Patrick has been working in corrections for over 10 years, beginning his career as the Recreational Coordinator at the Ordnance Road Correctional Center.  In addition to a General Instructor, Patrick is an American Safety and Health Institute certified CPR/AED/First Aid Instructor Trainer and certified Fire Safety Officer.  Patrick has been selected Employee of the Month three times during his short career.  Patrick is a certified Coach and a certified Fitness Director.
Sergeant Gerald Most – is a certified General and Defensive Tactics Instructor by the Maryland Police and Correctional Training Commissions.  Sergeant Most is currently assigned to Shift 2 at the Ordnance Road Correctional Center.  Sergeant Most is a certified Defensive Tactics (FBI/PPCT), Jaycor PepperBall, FN303 and SORT Instructor. Sergeant Most is a certified Field Training Officer. Sergeant Most is a member of the Training Advisory Committee.  Sergeant Most has been working at the Anne Arundel County Department of Detention Facilities since 1993 and was previously employed at the Baltimore City Jail.  Sergeant Most has an Associate of Arts Degree in Criminal Justice from Essex Community College.
Lieutenant Keith Quaine – is a certified General Instructor by the Maryland Police and Correctional Training Commissions.  Lieutenant Quaine is currently assigned to Shift 4 at the Jennifer Road Detention Center.  Lieutenant Quaine has been working in corrections for over 17 years, after serving honorably in the United States Army for 8 years.  Lieutenant Quaine teaches Direct Supervision/Unit Management, Interpersonal Communication Skills, Verbal Judo and Weapons of Mass Destruction and has a wealth of knowledge in Gangs Training.  Lieutenant Quaine is one of the Department’s Gangs Intelligence Officers and has received numerous Departmental Awards from Employee of the Year, Superintendent’s Award for Job Excellence and various other Letters of Commendation.   

Lieutenant Quaine epitomizes all that is excellent, if you doubt it, JUST ASK HIM.
Karen Randolph – is a certified General instructor by the Maryland Police and Correctional Training Commissions.  Mrs. Randolph is currently the Criminal Justice Program Supervisor for the Community Service Unit.  Mrs. Randolph has been with the Anne Arundel County Department of Detention Facilities for the past 19 years.  Mrs. Randolph has worked in PreTrial, Classification and PreTrial Supervision at the Jennifer Road Detention Center.  Mrs. Randolph received her Bachelor’s Degree in Psychology and Social Work from the University of Maryland, Baltimore County in 1979.
Catherine Robinson – is a certified General Instructor by the Maryland Police and Correctional Training Commissions.  Mrs. Robinson has been working for the Department of Detention Facilities for the past 21 years.  Mrs. Robinson’s various positions have included Detention Officer I, Correctional Program Specialist and Transition Team Member at the Ordnance Road Correctional Center.  Mrs. Robinson is currently a Criminal Justice Program Supervisor at the Ordnance Road Correctional Center Work Release Unit.  Mrs. Robinson is the recipient of several awards in her career, including Employee of the Year 2002-2003, Employee of the Month August 2002 and December 1999 as well as the Superintendent’s Award for Job Excellence January 2001.  Mrs. Robinson received her Bachelor of Science Degree in Criminal Justice from Towson University.
Sergeant Michael Smith – is a certified General Instructor and Defensive Tactics Instructor by the Maryland Police and Correctional Training Commissions.  Sergeant Smith is a certified Field Training Officer and a member of the Special Operations Response Team.  Sergeant Smith has worked in corrections for 7 years.  Sergeant Smith is currently assigned to Shift 1B at the Jennifer Road Detention Center.  Sergeant Smith is a certified Special Munitions and CERT Instructor.
Corporal Victoria Snyder – is a certified General Instructor by the Maryland Police and Correctional Training Commissions.  Corporal Snyder is a certified Field Training Officer.  Corporal Snyder is currently assigned to Shift 3 at the Jennifer Road Detention Center where she has been working for over 7 years.

Officer Reginald Sommerville – is a certified General Instructor by the Maryland Police and Correctional Training Commissions.  Officer Sommerville is a certified CPR/AED Instructor.  Officer Sommerville is a certified Field Training Officer and a former Special Operations Response Team member.  Officer Sommerville is currently assigned to Shift 4 at the Jennifer Road Detention Center where he has been working for 18 years.
Corporal Steve Talbott – is a certified Firearms Instructor by the Maryland Police and Correctional Training Commissions for over 10 years.  Corporal Talbott is currently assigned to Shift 2 at the Ordnance Road Correctional Center.  Corporal Talbott has been working in corrections for 16 years.  Corporal Talbott is a member the Special Operations Response Team.  Corporal Talbott currently conducts the fire inspections at both the Jennifer Road Detention Center and the Ordnance Road Correctional Center and has for the past 14 years.  Corporal Talbott served in the United States Air Force (military security) for 4 years and 5 ½ years in the Army Reserves-Armour.  Corporal Talbott has been attending Anne Arundel Community College in pursuit of an Associate Degree in Communication Arts.  Corporal Talbott is a certified Special Munitions Instructor.
Lieutenant Brian Vance – is a certified General Instructor by the Maryland Police and Correctional Training Commissions.  Lieutenant Vance is currently assigned to Shift 4 at the Ordnance Road Correctional Center.  Lieutenant Vance has been working in corrections for 13 years.  Lieutenant Vance is a member of the Special Operations Response Team and a certified Field Training Officer.  Lieutenant Vance is the lead instructor for Direct Supervision, Interpersonal Communication Skills and Unit Management.
Sergeant Salvatore Vella – is a certified General, Firearms and Defensive Tactics Instructor by the Maryland Police and Correctional Training Commissions.  Sergeant Vella is a certified Oleoresin Capsicum Instructor.  Sergeant Vella is both a certified Remington Shotgun and Sig Sauer pistol Armorer.  Sergeant Vella is responsible for the cleaning, maintenance and inventory of all weapons assigned to the Ordnance Road Correctional Center.  Sergeant Vella has taught Weapons of Mass Destruction and numerous security classes during the Correctional Entrance Level Training Program.  Sergeant Vella is a member of the Special Operations Response Team and a certified Field Training Officer.  Sergeant Vella is a certified EMIT tester.  Sergeant Vella is currently assigned to Shift 3 at the Ordnance Road Correctional Center.  Sergeant Vella has been working in the field of corrections for over 11 years.  Sergeant Vella has an Associate Degree in Criminal Justice.  Sergeant Vella is very active in volunteering and raising money for the Maryland Special Olympics.
