The Department of Detention Facilities
Terry Kokolis, Superintendent

 

The managing official of the Department of Detention Facilties is Superintendent Terry Kokolis. Mr. Kokolis is responsible for administrative oversight of the Jennifer Road and Ordnance Road facilities and the Department’s business and human resources functions. Additionally, Mr. Kokolis is responsible for setting Departmental policy, compliance with correctional standards, development and management of the Department’s budget, and working with government and justice system agencies.

The Jennifer Road Detention Center is the County’s maximum security intake and pretrial detention facility. Its population consists primarily of persons arrested and awaiting trial in Anne Arundel County who do not make their bail, and persons who require special housing for medical, mental health or behavioral reasons. JRDC is designed to hold 631 inmates. 

Correctional Facility Administrator

The CFA is responsible for daily facility operations, planning, budget development and monitoring, hiring, and employee relations.  Two Assistant Facility Administrators oversee the Bureaus of Security and Support Services and Inmate Services which are responsible for the following:

The Bureau is staffed by 47 civilian supervisors and line staff. Additionally, the ACFA oversees Medical and Mental Health Services, both of which are provided by way of contracts with private vendors.
FY 2009 Facts and Figures
Jennifer Road Detention Center
  • The average daily population was 656.
  • 10,701 prisoners were received into custody; 10,862 were released.
  • 17,131 inmates were transported to court appearances across Maryland.
  • 32,343 inmate visitors were processed.
  • Volunteers provided 4009 hours of service to inmates.
  • An average of 645 inmates participated in programs and religious services each month.
  • 6,554 inmates had bail hearings by way of closed circuit television.
  • 2,1984 inmates were released pending trial under supervision of the Pretrial Supervised Release Unit. 
  • 186 inmates were treated in JRDC’s new Mental Health Unit. 
ORDNANCE ROAD CORRECTIONAL CENTER

The Ordnance Road Correctional Center is the County’s medium security for men and women who have been convicted and sentenced to terms up to 18 months. It also holds men and women who are awaiting trial. ORCC offers extensive programming designed to prepare inmates for successful re-entry to the community after they have completed their sentences. ORCC is designed to hold 432 inmates.

Ordnance Road Correctional Center
  • The average daily population was 453.
  • Volunteers provided 5,650 hours of service to inmates.
  • The average daily population of inmates on work release was 30.
  • 409 inmates participated in the education program, 62 of whom earned GEDs.
  • The number of offenders on house arrest averaged 66 and Community Service averaged 361.
  • The Community Service Program supervised completion of 38,442 hours of court-ordered service to county non-profit and government agencies. 
  • Inmate workers provided 96,953 hours of free labor to other County Departments, including Department of Public Works, Landfill, and Animal Control. 
  • $203,758  in program fees was collected from inmates.  
 BUSINESS ADMINISTRATION

Supervisor is responsible for directing the Department’s business functions, including budgeting, procurement, training, human resource management, and inmate accounting.

The Bureau is staffed by 20 civilian supervisors and line staff.
