Community Services Staff

Erik Robey - Deputy Chief Administrative Officer and Director of Community Services. He leads the Constituent Services team. He is responsible for general management of staff, final decision-making on escalated constituent cases and communication with the County Executive.

Carla Sagerholm – Community Services Manager. She is the Office Manager and manages community association and constituent request database, provides support to Community Specialists, Office Technology Coordinator, and is the initial point of contact for all constituent service inquiries who are then assigned to a Community Specialist who serves their community.

Mark Chang - Councilmanic Districts 1, 2 & 5: Northwest County - Glen Burnie, Ferndale, Patapsco, Hanover, Harmans, Jessup, Laurel, Maryland City, Linthicum, Broadneck Peninsula, Arnold, Cape St. Claire & St. Margaret’s and Russett. He also works on minority outreach projects and is the office’s Emergency Management Representative.

Marina Harrison Cooper - Councilmanic Districts 1 & 4: West Central / Northwest County - Odenton, Severn, & Ft. Meade. She also is the Anchor/ Producer of Weekly County TV News Show and Editor of Communication Publications.

Bea Poulin - Councilmanic Districts 6 & 7:  South County & Greater Annapolis - Parole, Highland Beach, Davidsonville, Riva, Edgewater, Mayo, Harwood, Lothian, Tracy’s Landing, Churchton, Deale, Galesville, Shady Side, Friendship, & Wayson’s Corner She specializes in land use and environmental issues.

Brenda Reiber - Councilmanic Districts 4, 6 & 7:  West Central County - Greater Crofton area, Gambrills, Crownsville, Severna Park, Piney Orchard, Woodwardville, Millersville and Generals Highway. She works on programs such as the Community Connections Day & the Student Model Government program and specializes in public health and education issues.

Joan Harris - Councilmanic Districts 1 & 3: Northeast County - Brooklyn, Brooklyn Park, Glen Burnie, Harundale, Lake Shore, Gibson Island, Rivera Beach, Sun Valley, Pumphrey, Point Pleasant and Pasadena. She specializes in neighborhood crime prevention & enforcement issues. She also specializes in issues relating to animals.
