General Information

   

The County Council is the elected legislative body of the County and has the exclusive power to enact, repeal, and amend all public local laws. Legislation must take the form of ordinances most of which are subject to executive veto. Five councilmanic votes are necessary to override an executive veto. The other type of action which the Council may take is in the form of resolutions. Resolutions are not subject to executive veto and must only be of a temporary or administrative nature.

Who is my Councilmember?

To determine who your Council Member is, please go to MyAnneArundel or call the Council offices in either Annapolis at (410) 222-1401 or in Glen Burnie at (410) 222-6890 with your street address. You will be furnished with the Council member's name.

How can I contact my Councilmember?

Council members work part-time. Their offices are staffed by a full-time Legislative Assistant.

PLEASE NOTE
It is essential that a hard copy of all communication between any Councilmember via Internet, telephone or County e-mail, other than personal or confidential, also be forwarded to the Administrative Officer in order to maintain calendars, prevent conflicts in scheduling, etc.

Legislative Sessions

The Anne Arundel County Council legislative sessions are held at the Arundel Center - the County government's administrative headquarters building - at the county seat: Annapolis. Legislative sessions are held on the first and third Mondays of each month, except in November of a councilmanic election year, or if a scheduled Monday meeting falls on a holiday (in which case the meeting is normally re-scheduled for the next working day). All meetings are open to the public.

When:
First and third Mondays at 7:00 p.m. (Sign-up to speak at 6:30 p.m.) During the month of May, each day is a legislative session. The chairman may decide that additional public hearings on complex legislative matters may be held at other times and in other appropriate locations in the County.

Procedures

The agenda is available in the Council Chambers the evening of the meeting. The agenda is held open until the meeting is called to order. (The agenda posted on this site is tentative.)

Anyone wishing to speak on legislation may sign up beginning at 6:30 p.m. Sign-ups may begin at 6:00 p.m. with notice given if legislation is expected to draw a large public attendance.

The public is encouraged and invited to attend. A reasonable amount of time is allotted to the public to address the Council on pertinent matters. Members of the public who wish to speak should, after being recognized by the presiding officer, state their name, home address, organization represented (if applicable), the subject matter, whether they are speaking for or against the matter and their remarks.

PLEASE NOTE: In order that all those who wish to speak at County Council meetings may do so, individual speakers should limit their remarks to no more than three minutes.

Written testimony of any length is welcome; please provide 10 copies.

FAX transmittals: Please forward ONE COPY ONLY. Copies will be made and distributed to all Councilmembers.

Work Sessions

Held the second Tuesday of the month unless otherwise advertised at the Arundel Center Icon: PDF,  44 Calvert Street, Annapolis, Maryland in the Council Chambers, beginning at 9:00 a.m. The public is invited to observe, but no public testimony will be received.
